RECOVERY-THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE NATIONAL INSTITUTES OF HEALTH TECHNOLOGY ACQUISTION ASSESSMENT CENTER (NITAAC) CHIEF INFORMATION OFFICER SOLUTION AND PARTNERS INNOVATIONS CONTRACTING VEHICL (CIOSP2) In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009, P.L. 111-5 and Federal Acquisition Regulation, Subpart 5.704, the Clinical Center posts this Notice of intent to compete a task order to obtain the services of a Project Manager to work with the NIH Clinical Center Department of Clinical Research Informatics (DCRI) Project Management Office in the implementation of the Outpatient Pharmacy System Implementation project.. The scope of services to be provided shall include, but not be limited to: • Provide project management, following the DCRI Project Management Methodology, for the Outpatient Pharmacy system • Facilitate a cross functional team responsible for the project tasks and deliverables • Negotiate the performance of activities with team members and their managers in a matrix environment • Communicate a clear vision of the project objectives to facilitate and motivate the team to achieve them • Organize the work to manageable activity clusters (phases) and determine an effective approach to completing the work • Prepare and maintain the project management plan and all components including change control for each once approved. • Plan, organize, monitor and oversee the design, build, testing, training and immediate post go-live activities of the Outpatient Pharmacy system to meet defined requirements and specifications • Provide clear and concise communication to all project stakeholders following the project communication plan defined in the planning phase • Analyze risks, establish contingency plans and identify trigger events and responsibility for initiating mitigation activities • Responsible for project problem/issue identification and resolution • Analyze the actual performance against the plan and make adjustments consistent with the plan objectives • Control project management plan, including the project scope, and facilitate decision from project sponsors on all requests for change • Ensure the project is managed and controlled to meet the objectives set by earned value management milestones • Ensure all project documentation is completed throughout the life of the project • Facilitate the installation and configuration of all hardware, including robotics, required for project • Plan, organize and monitor all training activities to meet defined requirements and specifications, including any training materials necessary for post-live training The competition of this requirement will take place only among all eligible holder of contracts under the pre-priced Indefinite Delivery, Indefinite Quantity (IDIQ) contracts issued from the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC), Chief Information Officer Solution and Partners Innovations Contracting Vehicle (CIOSP 2). This notification is not a request for proposals. The full request for quotation will be posted on the NITAAC site under the listing for the CIOSP contracts.
