- RECOVERY Funded by the American Recovery and Reinvestment Act of 2009 ("ARRA"). This notice is provided for informational purposes ONLY. The General Service Administration (GSA) and Portfolio Management Division intends to award one task order for contractor support. The Portfolio Management Division is responsible for determination of the appropriate level of National Environmental Policy (NEPA) analysis and the National Environmental Policy (NEPA) review in National Capital Region (NCR). The contractor shall serve as the American Recovery and Reinvestment Act (ARRA) NEPA subject matter expert for major high visibility development projects with significant local community interest in development projects. The NEPA consultant will make a determination of the appropriate level of NEPA analysis and will provide consulting to include development, planning, facilitation, coordination, documentation, and compliance to the NEPA. The contractor shall have full working knowledge of how to integrate NEPA with a myriad of other environmental laws such as the Clean Air Act, Clean Water Act, CERCLA, Endangered Species Act, the National Historic Preservation ACT, and applicable Executive Orders. The contractor must understand NEPA's role in project planning and be familiar with the 1999 PBS NEPA Desk Guide. The estimated period of performance will be approximately 12 month period and (two) options, from the date of contract award. These support services are in support of GSA stimulus projects in the National Capital Region. The government intends to issue a task order for (1) Part-time Environmental Specialist II. The government total estimate of hours for the support service is 1,250. The procurement will be conducted in accordance with FAR Subpart 8.4 using the Professional Engineering Services Federal Supply Schedule. This task order requires a performance period of (12) month from Date of Award in accordance to FAR 52.232 -18 and Availability of Funds. 52.232-19 Availability of Funds for the Next Fiscal Year and result in a firm fixed price task order placed with one of the three schedule contractor that provides the best value to the Government. The contractor shall provide all necessary qualified personnel, materials and services to conduct/perform approved support requirements in accordance with this Statement of Work (SOW). The contractor shall provide support service to the Portfolio Management Division. The contractor selected must have experience, capability and willingness to commit the resources necessary to plan, organize, and execute the tasks in an expeditious and efficient manner. This is a notice for announcing the specific RECOVERY initiative.
