DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 20, VA American Lake, Tacoma, Medical Center. 2.Description of Action: This is a request for other than full and open competition for the procurement of repair service from Bens Precision Instruments. 3.Description of Supplies or Services: Repair is needed for Olympus Laryngoscope device, model ENF Type4, SN: 2602518, used in Surgery. Urgently needed for daily patient care in the VA Puget Sound Healthcare System, American Lake. 4.Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( x ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: While initial repair work was being done, much greater extensiveness of work required was realized and additional repairs were needed. This is a continuation of initial lesser repair work, needed urgently for daily patient care. The depth of work required along with the fact of the job being already underway necessitates the manufacturer to continue and complete the work. 6.Actions to Promote Competition: Contracting Officer will work with Bio-Med Dept. to find other sources to be able to meet our needs in an Urgent and Compelling situation. The job was originally estimated to be under the micro purchase limit - unfortunately, the service that was required took the dollar amount over that threshold. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $ 4,500. The Contracting Officer determines that the price was fair and reasonable for this procurement.
