- Description
- The Bureau of Reclamation, Yuma Area Office (YAO), in Yuma Arizona has a requirement for professional services in the support of the YAO's project management and technical support activities. The services required include providing expert advice, guidance, analysis, reporting and decision making support to assist the YAO in strategizing, planning, evaluating and communicating facts, uncertainties, options and recommendations associated with the work of the YAO. The YAO expects these services will be focused on work associated with the Yuma Desalting Plant. The requirement is being issued as a Small Business Set-Aside with a NAICS code of 541611, Administrative Management and General Consulting Services and the Small Business Size Standard is $7.0 million. It is anticipated that a Request for Proposals (RFP) No. R10PS34033 will issued on or about October 16, 2009 and the date and time for receipt of proposals will be on or about November 16, 2009 at 2:00 p.m. local time, however, all dates in this announcement are subject to change. There will be no public bid opening as competitive proposals will be evaluated and award made utilizing the Best Value tradeoff process under FAR Part 15 and in accordance with the evaluation criteria included in the RFP. The resultant contract will be a fixed-price Indefinite Delivery, Indefinite Quantity contract with a base year and four one-year option periods. The solicitation and any amendments to the solicitation will be available through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. All interested parties are responsible for checking the FBO website to ensure that they have the most current information. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov. The RFP is being issued to facilitate submittal of proposals through electronic commerce, and to view all applicable clauses and attachments RFP No. R10PS34033 will be issued via www.fbo.gov at the link provided in this notice or check our website http://ideasec.nbc.gov. Offerors should register on the website to be included on the offerors list in order to receive notifications pertaining to the solicitation, or visit the website after October 16, 2009 in order to access the RFP and any subsequent amendment and/or notices. Hard copies of the solicitation are not available; however, the Government reserves the right to issue the solicitation on paper or CD-Rom in the event the website becomes inoperable or if the Contracting officer determines it is in the Government's best interest to do so. Vendors are reminded that they must be registered in the Central Contractor Registration to be considered for award. Vendors can register at www.ccr.gov. Effective October 1, 1997, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. Registration can be accomplished through the World Wide Web at http//www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
