- Description
- The project consists of primary facilities to include Controlled Humidity Warehouses, Vehicle Maintenance Facility, Sun Shelters with lighting, IDS installation (intrusion detection system) building information Systems, and other site improvements. Storage and maintenance facilities will include fire detection and suppression systems and HVAC and humidity control systems. The maintenance facility will include vehicle exhaust systems in the maintenance bays. The supporting facilities shall have anti-terrorism measures, site improvements, security fencing, electrical, water, sewer, and Storm drainage system. The magnitude of this construction project is between $25,000,000.00 and $50,000,000.00 USD. The expected contract duration is three hundred sixty (360) days. A Bank Letter of Guaranty or Irrevocable Letter of Credit will be required. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-10-R-0004 is 16 Oct 2009. Tentative date for receipt of proposals is 30 Nov 2009. A pre-proposal site visit is tentatively scheduled for 26 Oct 2009. Tentative date to award the contract is 14 Jan 2010. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Solicitation Request: The Request for Proposals will only be issued to Prime construction contractors. Copies will not be released to suppliers or plan rooms. This is an electronic issued solicitation. The Government will provide all Prime Contractors requesting the solicitation with a file transfer protocol (ftp) website and password.
