- This is a Design/Bid/Build request for proposal for the construction of an Army Reserve Center near the intersection of Gordon Avenue and U.S. Highway 77 in San Patricio County, Sinton, Texas. Construct the new approximately 215 member Army Reserve Center (ARC) consisting of an approximately 31,895 square (SF) Training Center with a combined 4,874 square foot Organizational Maintenance Shop building with an attached 1,217 square foot Unheated Storage building. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems, and electrical systems. Supporting facilities will include site preparation, paving, fencing, and extension of utilities to serve the project. This is an UNRESTRICTED procurement. The proposals will be evaluated based on Lowest Price/Technically Acceptable (LPTA) Source Selection Process. This process requires potential Offerors to submit their performance and capability information to be reviewed, evaluated, and rated by the Government. Proposals will be evaluated by the government in accordance with the following criteria: Prime Contractor Past Experience and Prime Contractor Past Performance, Price, and Pro Forma information. The estimated cost range for this project is $5,000,000 to $10,000,000. The target ceiling for this project is $8,450,000.00. Offerors are under no obligation to approach this ceiling. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $33.5M. The base construction contract duration is approximately 480 days. The approximate issue date is 15 October 2009 and approximate closing date is 24 November 2009, 2:00PM Eastern Time. This is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.307(b), this project requires the HUBZone 10% price evaluation preference. This announcement serves as the advanced notice for this project. Amendments will be available from the FedBizOps website by download only.
