- Special Notice - Intent to Sole Source: The Department of Homeland Security (DHS), U.S. Coast Guard Training Center Cape May, NJ intends to negotiate on a sole source basis with Gold Type Business Machines (GTBM), 351 Paterson Avenue, East Rutherford, NJ 07073 for the purchase of software services for Info-Cop and Polisys a comprehensive and integrated single-solution platform that offers CAD, RMS, and full mobile computing. This purchase will be made under simplified acquisition for Other than Full and Open Competition as authorized by FAR 13.106(b)(1) and FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. GTBM is the local source that can provide the necessary software and service to meet the government’s requirement for the combination of these services. This is the local source found that will enable two applications into one instead of two separate systems and use of remote server. No additional hardware costs are necessary since the hardware server environment will be based on a central virtual server housed at a secure facility elsewhere. These subscriptions will allow USCG TRACEN Police to access critical information from NCIC, NJ ATS, NJ AOC, DMV, BMV, MVC and provide notification of prior citations, incidents, weapons involvement and keep organized track of all data needed for processing statistics. All shall be maintained on a secure offsite server that keeps a constant update so no communication is lost by members of the Department between shifts. Info-Cop is the most widely used source of information utilized by other local New Jersey federal, state, and county law enforcement thus allowing the USCG to communicate with these other local agencies to share law enforcement information. The anticipated award date is 14 October 2009. The period of performance for this requirement is from time of award through September 30, 2010. This notice of intent is not a request for competitive proposals nor a solicitation for offers. There is no solicitation package available. However, all proposals received within five (5) days of publication of this notice will be considered by the Government. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may identify their capabilities by responding in writing via e-mail only to Shirley.L.Green@uscg.mil. Responses must provide clear and concise documentation displaying an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email; total file size shall be less than 2MB. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government.
