- RECOVERY – THIS POST-AWARD NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO Accenture LLP for the reasons described below. In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act (ARRA) of 2009, Pub.L. 111-5, the Government posts this notice of issuance of modification 0036 to task order 0006 of Accenture LLP’s Indefinite Delivery Indefinite Quantity (IDIQ) contract under the Internal Revenue Service’s Total Information Processing Support Services-3 (TIPSS-3) Program. The TIPSS-3 Program is a multiple agency contract that provides sources of information processing to the Department of Treasury, its Bureaus, and other federal agencies. The TIPSS indefinite delivery/indefinite quantity (IDIQ) contracts, as defined in the Federal Acquisition Regulation (FAR) Part 16.504, provide for an indefinite delivery and indefinite quantity, within stated limits, of supplies of services during a fixed period. Each task order placed against the IDIQ contract specifies a definitive requirement or quantity and delivery date. The initial task order was competed amongst the twenty-one TIPSS-3 contractors, which consist of large and small businesses, and was awarded to Accenture LLP to provide Integrated Customer Communication Environment (ICCE) full life cycle support. The task order was awarded on a cost reimbursement basis due to the volatility of the work, which could not be fully defined as required for the use of a fixed price structure. The ICCE system provides direct interface with the taxpayer and tax preparer via telephone services and internet. The scope of the task order provides integrated customer communication environment support; including requirements analysis, design, documentation, coding, unit and integration testing, implementation support, post-implementation support and project management support. The scope of support also includes integration of all customer contact and call center systems. The task order was used to accomplish ARRA work related to ICCE call center messaging and menu changes since the task order represented the most efficient means of accomplishing the work within schedule (prior to the 2009 tax filing season). The Government will issue an administrative modification to realign a portion of the funding for the task order to cover messaging and menu changes in support of the ARRA work. ARRA funds had not been apportioned to the program at the execution of the task order award; therefore, the ARRA work was initially performed using other than ARRA funding. The administrative modification is being issued to Accenture LLP against the existing task order.
