- NASA/ARC intends to extend the performance period of contract NNA05BE29C with L-3Communications Vertex Aerospace, LLC. on a sole-source basis pursuant to 10 U.S.C 2304(c) (1), Only One Responsible Source. A modification reflecting this extension will beissued to extend the period of performance up to seven additional months, consisting ofone four-month base period followed by three one-month option periods.The current contractor provides mission critical aircraft services for aircraftoperations, maintenance and research at NASA Ames Research Center, as well as operationof the Moffett Federal Airfield. These services will support research, technicalinvestigations, scientific studies, airworthiness activities, flight operations and safeand efficient operation of the Federal Airfield. The services required involve thefollowing technical areas: mechanical systems, electrical/electronics systems,instrumentation, software and data systems to support NASA Ames Research Center. The purpose of this action is to bridge the performance period between the end of thecurrent contract and the anticipated award of the competitive follow-on requirement. Theextension will extend the period of performance for up to seven additional months, andincrease the contract value of the current contract, NNA05BE29C. The seven additionalmonths include one four-month base period (from November 1, 2009, through February 28,2010) followed by three one-month option periods, if exercised. The total contractperformance period, including extension, remains under five years. The currentcontractor, L-3 is considered the only contractor that can meet ARC's needs given thetechnical expertise of the contractor and short performance period for the extension. Awarding a seven-month contract to another source would result in substantial duplicationof costs and unacceptable delays in fulfilling the Governments requirements and notallow for a sufficient phase-in period, thereby affecting the continuity of services andcausing unacceptable delays in fulfilling ARCs requirements.Notwithstanding this stated intent, interested parties may submit their capabilities andqualifications to perform the effort in writing to the identified point of contact nolater 4:00PM PST on October 16, 2009. Such capabilities and qualifications will beevaluated solely for the purposes of determining whether or not conduct this procurementon a competitive basis. A determination by the Government not to compete this proposedeffort on a full and open competition basis, based upon responses to this notice, issolely within the discretion of the government.Oral communications are not acceptable in responses to this notice.
