Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. This is a special notice to inform the public of the use of the Recovery Act funds. RECOVERY: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO 8(a) CONTRACTOR B.W. STRAYHORN COMPANY, INC. The Contract Specialist for this action is Allen R. Bassett at 817-886-1051; or by e-mail at Allen.R.Bassett@usace.army.mil This contract action was accomplished using Other Than Full and Open Competition under the authority of FAR 6.302-5(b)(4), Sole source awards under the 8(a) Program15 U.S.C. 637 and the Partnership Agreement dated 1 February 2002 between the U.S. Small Business Administration (SBA) and the Department of Defense (DoD). The contractor shall provide all labor, supervision, tools, transportation, equipment, and materials necessary to repair shoreline erosion on the upstream embankment and flattening the downstream embankment at Bardwell Dam and repair shoreline erosion at Lake Lavon. At Bardwell Dam, repair entails flattening the downstream embankment slope to match previous improvements to the adjacent embankment. Grade benched areas of shoreline to a uniform surface; apply geotextile filter fabric followed by application of bedding material; place riprap on repaired shoreline and tie in to exiting riprap. Approximately 2,100 linear feet of upstream shoreline will be armored by placement of riprap. Supportive activities will include earthwork, excavation, embankment fill, lime treatment, compaction, stockpiling of topsoil for reuse, downstream slope surface preparation, seeding, upstream slope shaping, geo-textile fabric placement, and placement of bedding material. Work requirements at Lake Lavon entails repair of erosion along a 1,300 feet long section of shoreline. Demolish the existing sea wall and follow with excavation of debris, backfill the area with sea wall debris at lowest level followed by topsoil, re-shape the disturbed area and follow with soil compaction, place geo-textile fabric and bedding materials, place rip-rap, and install a double-pipe safety rail fence.
