- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), State & Local Branch (SLB) intends to award a sole source fixed-price purchase order under theauthority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to The National Governor?s Association (NGA) in support of conducting a State working group for Leading By Example (LBE). The purpose of this order is to improve state government understanding of key issues and questions related to adopting clean energy LBE programs and policies, and to assist state governors, agencies, and their stakeholders in identifying and adopting best-practices for advancing LBE initiatives. The Working Group will be comprised of governors' staff, agency representatives, and other stakeholders responsible for implementing LBE policies within state government operations. The contractor will convene participating states via bi-monthly via web meetings addressing specific LBE. The Working Group will be open to all states and territories currently pursuing, or interested in initiating, LBE related policies and initiatives. Specific topics for the Working Group may include, but are not limited to: clean energy in buildings, clean energy finance, green schools, and ARRA implementation. In addition to providing a forum for targeted information exchange via Web meetings, the Working Group will provide participating states with a convenient one-stop shop for direct communication, Web-based information, and access to both CPPD resources and related publications and materials. These resources will be shared through a Web-based portal that will be established as a means of sharing information across Group members, asking/answering questions, and documenting and tracking successful efforts. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that NGA is uniquely qualified to satisfy the Government?s requirement. NGA is the only group currently working with state governors and agency staff to facilitate and advance leading-by-example programs. NGA has been successful in filling this void and, as a result, states pursuing LBE policies and programs actively seek out their input and expertise. In this way, NGA has established the only practice area around LBE and developed the relationships and contacts at governors' offices and other state agencies that are necessary to effectively carry out the tasks related to this project. NGA's network of key state LBE personnel is the result of relationship building over many years. They have produced an Issue Brief on Greening State Government, written a detailed Clean Energy State Actions report that covers LBE programs in all 55 states and territories, and provided written and hands-on technical assistance to states on these topics. NGA had also gained relative expertise from a project with the U.S. Department of Energy. Under this effort, NGA is working to assist governors' offices, state energy policy advisors, and appropriate staff to identify metrics to measure effectiveness of clean energy investments, establish necessary monitoring and reporting processes, and to identify and showcase best practices both within states and nationally. These activities position NGA the only contractor for accomplishing CPPD's objectives and successfully completing the requirements. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Sharron K.
