Description
The competition is a Small Business Set Aside. This is a Design-Build, Best Value Tradeoff solicitation. The Project will construct a concrete masonry unit building consistent with DoD Level I confinement security requirements on pile foundations with structural steel framing, reinforced masonry walls, brick veneer, reinforced concrete foundation and floors, brick veneer, and standing seam metal roofs. Project will provide a pre-trial detainee facility to serve Camp Lejeune and all surrounding installations. Must meet DoD Level I confinement security facility requirements, American Correctional Association (ACA) standards and the requirements of SECNAVINST 1640.9C. Primary facility includes specific confinement cells, detainee and staff showers, administrative areas, quarter deck, visiting areas, dining area, religious areas and library. Based on population averages and area serviced histories, the actual capacity needed is 68 bed spaces with a 10% surge capability for a total of 75 bed spaces. Construction shall be load bearing reinforced CMU walls, concrete foundation, precast concrete second floor, precast concrete ceilings in all secured areas, and metal framed roof trusses. Exterior construction shall include brick veneer and standing seam metal roof. Special construction features include pile foundations with reinforced concrete footings. Built-in equipment will include holding cell prison fixtures and hardware, security infrastructure, fire alarms, plumbing, fire protection systems and HVAC systems. Electrical systems include fire alarms and energy saving electronic monitoring and control system. Mechanical systems include plumbing, fire protection systems, fire pump and heating ventilation and air conditioning. Information systems will include telephone, local area network, voice and data communication systems and secure information systems. Paving and site improvements include exterior site and building lighting, paved parking and roadways, sidewalks, storm water management, environmental protection measures, clearing and grubbing, earthwork, fill, grading, landscaping, and building and roadway signage. Project also includes operation and maintenance support information, anti-terrorism/force protection features, and necessary environmental mitigation. This project will include the demolition of Building 1041. Sustainable design features will be included in the design, development and construction of the facility in accordance with the Energy Policy Act of 2005The project construction period is 754 calendar days.
