Description
Request for Information (RFI) Student Services Contract Government Request for Information This is a Request for Information (RFI) issued to obtain knowledge and information for acquisition and project planning purposes. The government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. The information provided is entirely voluntary and will not impact the ability to compete on future requirements. This RFI is for planning purposes only and shall not be considered a request for proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. All interested institutions, universities or Non-Profit Organizations are encouraged to respond as they may all have unique qualifications and insights to this RFI. Program Description The United States Environmental Protection Agency (USEPA), Office of Research and Development (ORD), with 13 locations across the United States, has interest in outsourcing the management of the Student Services Contracting Authority(SSCA) Program to an institution, University, or Non-Profit Organization. A teaming arrangement of these types of organizations could be considered. An indefinite quantity type contract, with a maximum value of $34 Million, is anticipated. The ordering period will be five years. The Contractor shall provide support through student service providers performing services to the Agency under a personal service relationship through Agency issued task orders. This requirement is limited to participation by institutions, universities or Non-Profit Organizations only IAW the Consolidated Appropriations Resolution for 2003 (P.L..108-8, atttachment1). The contractor shall provide student contractors for administrative and research positions as outlined in the technical requirements of the draft Performance Work Statement. A draft performance work statement can be obtained from the Cincinnati website, http://www.epa.gov/oam/cinn_cmd/. The anticipated workforce for this requirement is approximately 328 students throughout the United States. The required support shall take place at ORD Headquarters, Laboratories (Washington, DC), Centers, Organizations, remote and field locations. The contract will explicitly state that the contractor agrees to a personal services relationship between its employee(s) and the ORD personnel. In addition, the contract shall also state "the contractor understands and agrees that its employees under the ORD contract will be considered federal employees for compensation of travel, work injuries and tort claims as set forth in the statutory authority and all applicable clauses will be included in the contract. The contractor shall handle the personnel administration, recruitment, and termination of the selected individuals based on the EPA's selected administrative, technical and research requirements. Task Order placement and contract administration will be handled by Cincinnati Procurement Operations Division Requested Input Any interested parties are encouraged to submit their qualifications to EPA by the date stated below. The information that should be included in the response shall contain: 1) the name of your organization; 2) whether the organization is an institution, university or Non-Profit Organization; 3) a description of the organizations ability to manage the anticipated workforce of up to 328 students; and 4) the ability to support laboratories across the United States or indicate areas of the United States you are able to support. Comments to the draft Performance Work Statement are strongly encouraged and desired to assist EPA in fine tuning this requirement. Also, it is encouraged that respondents provide any comments or concerns they have with the personal services relationship component of this program and the requirement that the student service providers be direct employees of the contractor. Responses to this RFI are voluntary and their source shall be treated as confidential. Responses are solely for the EPA's use in developing its acquisition and project plans and strategies, therefore, responses will not be evaluated and respondents will not be notified of the results or use of the input received. No reimbursement will be made for any costs associated with this or future requests.
