Description
This partnering synopsis solicits potential partners to participate in developing aproposal addressing the goals and objectives of NASA Research Announcement (NRA)NNH09ZDA001N Appendix A.39 ESSP Venture-Class Science Investigations: Earth Venture-1. The NRA, Appendix A.39 can be accessed athttp://nspires.nasaprs.com/external/viewrepositorydocument/cmdocumentid=199319/A.39%20EV-1.pdf.Participation in this partnering synopsis is open to all categories of U.S. and non-U.S.organizations, including educational institutions, industry, not-for-profit institutions,the Jet Propulsion Laboratory, as well as NASA Centers and other U.S. GovernmentAgencies. Historically Black Colleges and Universities (HBCUs), Other MinorityUniversities (OMUs), small disadvantaged businesses (SDBs), veteran-owned smallbusinesses, service disabled veteran-owned small businesses, HUBzone small businesses,and women-owned small businesses (WOSBs) are encouraged to apply. Participation bynon-U.S. organizations is welcome but subject to NASAs policy of no exchange of funds,in which each government supports its own national participants and associated costs.This opportunity focuses on conducting in situ and remote measurements relevant to airquality from the surface as well as aircraft. Specifically, LaRC is seeking potentialpartners with capabilities in the following areas:1. Airborne measurements of total reactive nitrogen (NOy) and its components (NO2, NO,HNO3, Alkyl Nitrates, and Peroxy Nitrates), O3, CH2O, nonmethane hydrocarbons, aerosolcomposition, and SO2. High-resolution (1 Hz) measurements are preferred, but slower timeresponse observations will be considered. 2. Deployable, ground-based observations to include in situ O3, CO, NO, NO2, NOy, SO2,and aerosol distribution and properties; remote sensing of column aerosol optical depthand column NO2 and CH2O; and vertically resolved observations of O3 and aerosols.Preference will be given to partners who can satisfy multiple measurement needs andpossess a demonstrated capability in the scientific analysis and interpretation of themeasurements they propose to provide.This partnering opportunity does not guarantee selection for award of any contracts orother agreements, nor is it to be construed as a commitment by NASA to pay for theinformation solicited.It is expected that the partner(s) selected would provide (at nocost to NASA) technical data, proposal input, project schedules, and cost estimates. Partner selections will be made by LaRC based on relevant experience, past performance,and technical capability. Substantive evidence of successful participation in fieldexperiments (e.g., archived measurements and published research results) should beincluded. RESPONSE INSTRUCTIONS:Responses to this partnering synopsis shall be limited to eight(8) pages in not less than 12-point font. Responses must address the technical aspect ofthe proposed measurements (e.g., technique, time response, sensitivity), demonstratesuccessful previous operation in an appropriate configuration (i.e., airborne and/orground), and discuss experience in the scientific analysis of the proposed measurements(e.g., peer-reviewed publications). All reponses shall be submitted to LaRC via email by5:00 PM EST October 9, 2009 to: james.h.crawford@nasa.gov and robert.b.gardner@nasa.gov.Technical questions shall be emailed to James Crawford.
