- The 10th Contracting Squadron, United States Air Force Academy (USAFA) Colorado has received a Brand Name Only justification for the purchase of the DynaVision D2 Sports Vision training boards on a Sole Source basis to Performance Enterprises, 76 Major Button's Drive, Markham, Ontario, Canada, L3P 3G7, will be written for three units. This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Parts 13. The North American Industry Classification System Code [NAICS] is 339999 and the size standard is 500 employees. a. Only one responsible source and no other item will satisfy the USAFA current requirements. b. DynaVision D2, is the light-training reaction device, developed to train sensory motor integration through the visual system. The increased ability to receive take/in visual stimuli, process the information, then react to it with a motor response, has vast implications for human performance. Originally designed for high performance athletics/police-military training, it was soon discovered as an incredible rehabilitation-training tool for head-injuries, visual field-deficit, post-stroke recovery, driver-training, and ever growing research driven projects. Original version was DynaVision 2000 which has been replaced by the D2. c. The Air Force Academy sports vision program is the most active program in the United States with over 1500 sports vision training session per year involving 20 intercollegiate teams. The DynaVision D2 can handle this type of usage. d. Need the fully computerized eye-hand coordination reaction board that incorporates eye-hand movement with tachistoscopic movements for the eyes at hundredths of a second. Results are visual performance enhancement in peripheral awareness, concentration, reaction time, visual processing, decision-making under rising levels of stress and speed and span of recognition. e. Quick technical response time to repair or replace parts on the unit. f. Other features: • Lightweight and same large working area with upgraded lights flashing both red and green. • 24" Automatic Height Adjustment • Fully Computerized - Your control panel is an actual touch-screen computer. • Tactical Feel • Down-loadable Upgrades • Center Tachistoscope Screen with a GUI (Graphic User Interface) for words, shapes and object flash capabilities. Flashes red and/or green lights or a combination. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required DynaVision D2 Sports Vision Training Board with all of the features and functions of the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or equal. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 12:00 pm MDT on 30 Sep 09. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
