- This synopsis replaces cancelled synopsis N61331-09-R-0004. The Naval Surface Warfare Center, Panama City Division (NSWC PCD) has a requirement for engineering, analytical, and technical services to support engineering and installation of Adaptive Persistent Awareness Systems (APAS) and to develop technologies/initiatives in support of these systems. NSWC PCD is requesting proposals for a competitive requirement to perform research, development, test and evaluation (RDT&E), as well as programmatic support, logistics, systems installations, and engineering support services. Required tasks may be performed in and outside the continental United States. The contract will be an Indefinite Delivery/Indefinite Quantity Contract for a period of five years. A technical proposal is required. Award will be on the basis of the best value to the Government. NSWC PCD plans on releasing the solicitation electronically only on or about 30 Oct 2009. This requirement will be solicited on the basis of full and open competition.
