- The Naval Sea Systems Command (NAVSEA), on behalf of Program Executive Office for Littoral and Mine Warfare (PEO(LMW)), intends to issue a Request for Proposal (RFP), under full and open competition, to procure four (4) AN/SQQ-32 (V)4 Minehunting Sonar Sets (High Frequency Wide Band (HFWB)) with options to procure five (5) additional sets in FY11 and six (6) additional sets in FY12. This requirement also includes 10,000 hours of engineering support services (ESS)each year, spares, and associated technical data. The AN/SQQ-32(V)4's mission is to detect and classify bottom and moored sea mines for the self-protection of the Carrier Strike Group and Expeditionary Strike Group ships. This capability is particularly important in the littoral zones, confined straits, choke points, and the Amphibious Objective Area. A draft solicitation will be posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil on or about 16 October 2009. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Please note this will only be a draft, and elements of the solicitation may not be included or may be incomplete. Therefore, the actual solicitation, when released, may differ from this document. The release of the draft solicitation will provide industry an opportunity to comment on the solicitation before the formal solicitation is released. The formal solicitation will be released on or before 30 October 2009. When the solicitation is released it is anticipated that industry will have 30 days to respond. NAVSEA will be hosting an Industry Day on the 21st and 22nd of October 2009, to be held at the Applied Research Laboratories, University of Texas (ARL:UT), 10000 Burnett Road, Austin, Texas 78758. Attendees must be US Citizens or Permanent Residents. Meetings will be Confidential and access is restricted at ARL:UT. A confidential security clearance is required for each attendee. Each attendee must have their security office mail a visit authorization request to ARL:UT Security Office, The University of Texas at Austin, PO Box 8092, Austin, TX, 78713-8029, or faxed to 512-835-3730, or submitted through the Joint Personnel Adjudication System (JPAS), SMO Code 553545 or 553546. Check-in for Industry Day begins at 7:30 AM, Central Standard Time (CST). If interested in attending Industry Day, industry will need to send an email, with Subject line "HFWB Industry Day" to Sarah Allen at sarah.allen1@navy.mil no later than 5:00 PM EST October 16, 2009. Company representatives shall be limited to a maximum of five (5) people. Please provide company name, first and last name, email address and telephone number of all attendees. This announcement serves as a pre-solicitation notice only. This notice is not a contract, request for proposal, or commitment of any kind. Attendance at Industry Day is voluntary and is not required to propose to subsequent solicitations for this effort. The Government will not provide reimbursement for cost incurred to participate in Industry Day.
