Presolicitation synopsis dated 24 September 2009 is modified as follows: Delete the following paragraph:The Request for Proposal (RFP) will be available on or about 9 October 2009.The RFP will be available through the NECO website https://www.neco.navy.mil.Printed copies of the RFP will not be issued. Amendments will normally beposted to the web site http://www.neco.navy.mil. It is highly recommended thatfirms register on the NECO and Federal Business Opportunities (FBO) websitehttps://www.fbo.gov as a plan holder as this will be the only plan holder's listavailable. It is the offeror's responsibility to check the NECO and FBO websiteperiodically for any amendments to the solicitation. Insert the following paragraph:The RFP, excluding the seed project, will be available through the NECO websitehttps://www.neco.navy.mil. The seed project can be accessed at the following direct linkhttps://www.fbo.gov/fedteds/TDPN6274209R1314 after the RFP is issued. Printedcopies of the RFP will not be issued. Contractors must register at the FederalBusiness Opportunities (FBO) website https://www.fbo.gov to obtain access tothe seed project. Registration instructions can be found on the FBO website.Once registered in FBO, the contractor must request explicit access to the seedproject. An email will be forwarded once the contracting office has approved ordeclined the request. Approved contractors may view and/or download the seedproject. Amendments will normally be posted to the web sitehttp://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings,will be posted to http://www.neco.navy.mil. If the amendment contains drawings,the drawings can be accessed at the following direct linkhttps://www.fbo.gov/fedteds/TDPN6274209R1314. It is highly recommended thatfirms register on the NECO and on the FBO website as this will be the only planholder's list available. It is the offeror's responsibility to check the NECOand FBO website periodically for any amendments to the solicitation.
