- NOTICE OF INTENT - Sole Source The 61st Contracting Squadron, Los Angeles AFB, CA is considering contracting for services on a sole source basis with Adam Finchamp Research. The requirement is for the Incorporation of a user friendly front end interface for the HK Cheng - CJ Lee Ocean Sonic Boom Codes. The current Fortran versions of the OSB codes are run from cryptic command shell interface requiring detailed knowledge of both the program structure and input/out data formats. This requires an unrealistically high level of user knowledge to successfully run the simplest simulation. In order to promote better dissemination and general use of the codes it is desirable to rewrite the codes, integrating a more user friendly and intuitive set of input screens. The option to input parameters should in real world units should be provided and data output into Excel needs to be streamlined. The current version requires a user to understand and run a series of 5-10 different programs to attain a single result. By batching the codes together into a single or double pipe it will be possible to reduce this number to one or two and further, allow for direct calculation of entire sections or parameter space with single commands, once the physical inputs are decided. Compile original Cheng and Lee Codes into a Visual Studio Workspace where codes can be built with a single command and linked with a C++GUI. Batch script all input parameters for direct Matrix processing of an array of parameters. Test and debug new codes, demonstrate effectiveness running large parameter arrays. Document and demonstrate new codes, disseminate to relevant agencies. The contract delivery date will be 90 days after contract award. The purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.501. The anticipated award date is 30 Sep 09. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. DEADLINE DATE for the submittals is 29 Sep 2009 at 6 pm Pacific Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
