- RECOVERY ACT ACTION THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY UNDER THE OFFICE OF EXTRAMURAL RESEARCH ELECTRONIC RESEARCH ADMINISTRATION UNDER PORTFOLIO MANAGEMENT CONSULTING (DUNS 146130286). CONTRACT NUMBER HHSN-276-2007-00250U. In accordance with FAR Part 5.7 Publicizing Requirements under the American Recovery and Reinvestment Act, this is a notification of a modification to an existing, competitively awarded time-materials delivery order using American Recovery and Reinvestment Act (ARRA) funding. This contract is to provide the eRA application community with proficient staff to provide support in program management, and project management. It is the intent of the National Institutes of Health (NIH) to modify purchase order number HHSN-276-2007-00250U with Portfolio Management Consulting (DUNS 146130286). Currently, the Vendor provides administrative and professional support services to the Office of Extramural Research (OER) Electronic Research Administration (eRA) to enhance user support functions at the NIH. As a result of ARRA funding these funds will be in direct support of the NIH Grants Management System activities required for NIH & ARRA funded grants. The purpose of this modification is to provide support for the OPERA interface with GM Module that will significantly improve the quality and accuracy of awards, reduce the number of revised awards currently needed with errors are noted, and significantly reduce the administrative burden for both NIH and grantee staff of monitoring these issues for compliance. The Evergreening Pilot will provide the foundation required for improved reporting and transparency for projects that are funded through the extramural program as well as reducing costs associated with operating the eRA system for NIH, for its external customers in the OpDivs and other agencies. The eRA/NBS Grants Integration Project will provide the capability for NIH to control and account for NIH grant resources as defined in government-wide and HHS/NIH specific statutes, regulations, and guidelines. The activities and labor categories are within the scope of the existing contract and do not constitute new work. The contractor shall provide resources in quantities and timelines in accordance with, and as notified by, the current ordering processes of the Project Officer to meet agency demands for surge support. Labor Categories and Descriptions Below are the labor categories and descriptions from the existing master contract that may be required under this task order: Senior Project Management Specialist Provide support in project plan development and scheduling, standard EVM calculations, risk identification and risk management, issues management, Software Development Life Cycle adherence, and software quality assurance. Senior IT Security Specialist Provide plan of action and milestone support, privacy impact assessment, FISMA reporting, eRA security planning, and software development security planning.
