The LDI is the VISN-wide, year-long competitive leadership program offered to GS 11 to 13 level, wage grade (WG) equivalent, and Title 38 equivalent employees. It targets development of high potential leaders at the High Performance Development Model (HPDM) II and III Levels. The CHEP provides a unique solution in that they can coordinate the training utilizing the VISN 5 curriculum, the VISN 5 staff and other identified staff as presenters, and can arrange a centralized venue for VISN 5. Notwithstanding, any firm that believes it is capable of meeting VISN 5's requirement, as stated herein, may submit their corporate capabilities, which if received by the response date of this announcement may be considered. Responses to this posting must be in writing and submitted to Donyale Smith, Contract Specialist at donyale.smith@va.gov by the response date listed above. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. (Note 22)
