- This is a sources sought announcement to seek potential vendors that could fulfill the below requirement. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The applicable NAICS code is 541519 and the Size Standard is $6,500,000. This Sources Sought Synopsis is in support of market research being conducted by the NRC to identify potential small business sources for information technology service solutions record system support and modernization as described below. Based on the response to this Sources Sought, the Nuclear Regulatory Commission will decide if this requirement will be set aside for small businesses and /or a specific small business program (8a, HubZone, or Service Disabled Veteran), or Full and Open Competition. Below is the description of services required: SCOPE The NRC Office of Information Services (OIS) has a requirement for an IT solution for information systems support and modernization. The majority of the NRC’s electronic documents and records reside in a system called ADAMS. ADAMS is a mature system based on outdated technology and nearing the end of vendor support. In addition, there are critical components in ADAMS that do not function properly and the ability to successfully recover from future failures is uncertain. Many of the ADAMS components are on limited support by the vendor while other ADAMS components are rapidly approaching end of life. ADAMS system is based on IBM’s FileNet Panagon Content Services 5.4 operating system.. The system is no long viable because it can no longer accommodate the NRC’s need to manage an ever growing and large volume of unstructured and structured information for the foreseeable future. Therefore, the agency will be upgrading the ADAMS operating system from IBM FileNet Content Services to IBM FileNet P8. It is NRC’s intent to procure professional Information Technology (IT) Services for the Enterprise Content Management (ECM) Program from a certified and authorized IBM FileNet P8 Contractor for the purpose of providing a full range of IT services, technical expertise, and project management expertise to: 1) migrate 17 applications from the Content Services OS that rely on ADAMS (see section C.6, Integrated Applications and Interfaces Dependent on ADAMS) and modernize them to operate under the P8 operating system (OS); 2) automate processes such as E-mail capture, records management, and document profiling; 3) provide operations and maintenance support for the Content Services OS (while it remains operational during the migration effort) and the P8 OS; 4) maintain and synchronize ADAMS Main libraries for both ADAMS OS’- Content Services and P8 (see section C.5, ADAMS Libraries and Access Mechanisms); and 5) migrate remaining users and content from the Content Services OS to the P8 OS. REQUIRMENTS 1. Information Technology (IT) Project Management The Contractor shall provide a full range of business and IT project management and consulting services that assist in ensuring that the IBM FileNet P8 system meets NRC standards and is performing to its defined configuration, cost, schedule, and performance specifications/capabilities These services encompass all areas of IT program and project management oversight including, but not limited to, issues management, enterprise architecture, information security, training, communications, organizational change, performance management, quality management, and risk management. 2. Re-Engineering, Migration, Integration, and Implementation Services The Contractor shall provide re-engineering, migration, integration, and implementation services for any of ADAMS’ 17 integrated applications, interfaces, and business processes that need to be migrated to the P8 platform. Document Intake and Review Platform (DIRP) Electronic Information Exchange (EIE) Electronic Hearing Docket (EHD) EIP (EHD Interface Portal) Staff Interface Portal (SIP) Public Interface Portal (PIP) (Interface to the) Digital Data Management System (DDMS) (Interface to the) Licensing Support Network (LSN) Public Access Record System (PARS) Citrix PARS Electronic Email Capture Folder Level Automatic Profiling (FLAP) Electronic Request for Additional Information (eRAI) Electronic Generic Communication (GC) SharePoint Portal Tomoye Ecco Portal Microsoft Office and Outlook ADAMS Integrations. 3. Synchronization of ADAMS Main Libraries The Contractor shall provide Synchronization services. The Contractor shall migrate (transfer) any remaining content from the existing Content Services repositories to the IBM FileNet P8 platform. 4. Retirement and Decommissioning of IBM FileNet Content Services Operating System The Contractor shall develop and implement processes and procedures for the orderly retirement and decommissioning of the IBM FileNet Content Services OS from production operations, which shall be accomplished with minimal impact to business operations. This shall be achieved by coordinating activities with all the ADAMS stakeholders (i.e., System Owner, NRC Records Officer, Operations Staff, CIO, etc.). 5. Operations and Maintenance (O&M) Services of NRC’s IBM FileNet Content Services and P8 Suite of Products The Contractor shall provide operations and maintenance services for the Content Services OS (while it remains operational during the migration effort) and the P8 OS. 6. Security- The Contractor shall perform the development, update and review of all required security documentation and provide Certification and Accreditation (C&A) consultation services to the program office personnel for the IBM FileNet P8 system. 7. P8 Development Support - The Contractor shall perform software requirements analysis, design, development, testing, and implementation activities of P8 enhancements. This shall include, but not be limited to, automating processes such as E-mail capture, records management, and document profiling. The Contractor shall provide recommendations for new software enhancements and new software purchases by NRC The Contractor shall provide the expertise for the efforts associated with developing new technology solutions that will incorporate any of NRC licensed IBM FileNet P8 products. This will include providing support for determining integration requirements and mapping to new products that are introduced into the current P8 configuration. RESPONSE: Responses must reference the sources sought to Sources Sought Number NRC-033-ADAMS and include the following: (1) Name and Address of the Organization, (2) The size standard and small business program (8a, Service Disabled Veteran, HubZone, etc- including any teaming partners) status of the company as seen at listed under www.ccr.gov, (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractor’s capability – a) A description of the understanding of the background, objectives, and work requirements of the task stated above; b) A description of proposed methods and techniques for completing each task; c) A description of how performance will be managed with this approach and evaluated for full performance and acceptability of work; d) A description of the staffing plan to support this approach. (Description of capability no longer than 15 pages.) (6) List of three references of similar types of services have been previously provided to include contract number, description of service, dollar value, name and phone number of customer-must be relevant to the requirement and be within the last three years or not later than October 30, 2006. The references must include agencies where security clearance are required. (7) number of personnel that work specifically with IBM’s Nile Net Panagon content Services 5.4. (8) Contractor shall state if services can be solicited from a GSA schedule and provide GSA Contract number. THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE REVIEWS. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS October 14, 2009 at 4PM EST. Emailed responses are authorized, but it is up to the vendor to make certain that the email was received.
