- Military Sealift Command Ship Support Unit Guam requires the following lodging for the duration of the USS / USNS Frank Cable Conversion. Quotes required in spreadsheet format including each available unit description and address, daily and monthly priced, availability start and end date. Partial offer(s) may be considered. NUC I 1 fully furnished corporate apartment starting 3 Oct 09 - 15 Jul 10 (possibly until the end of Jul). 7 fully furnished corporate apartments starting 4 Oct 09 - 15 Jul 10 (possibly until the end of Jul). NUC II Requirement is for an additional 61 fully furnished corporate apartments starting to arrive on 4 Jan 10, arriving weekly through the end of Jan 10, then 4 additional apartments starting on 2 Apr 10 4 apartments starting 1/4/2010 1 apartment starting 1/12/2010 22 apartments starting 1/19/2010 30 apartments starting 1/25/2010 4 apartments starting 4/2/2010 TOTAL 61 NUC III requirements will begin 1 Jun 2010. MSFSC N10 will use the BPAs in place, since the lodging requirements for NUC III are less than 90 days. Please submit price breakdown as unit price per night, amount and cumulative total for each line item. The above numbers and dates are estimates. Payment will be made on actual usage. Should the Government need to extend the move-out dates beyond the dates stated above, it will do so on a day-to-day basis. Facility / Apartment Minimum Requirements: Each apartment unit shall be equipped with the following minimum requirements: •Full Kitchen suite (appliances, microwave, oven, utensils, pots/pans, kitchen towels, serving for four); •Kitchenette table for four / kitchen light; •Living room suite (couch, recliner, end tables, coffee table, 27 inch color TV, TV stand, DVD player, lamps); •Bedroom suite (queen mattress/box spring, headboard/footboard, 19 inch color TV, dresser with mirror, two night stands, lamps, clock radio, closet); •New or like new carpet in living room suite and bedroom suite; •Bathroom (to be included in the bedroom suite or within the apartment); •Washer/dryer in the apartment; •Cable TV (no premium channels); •High speed internet hook up; •Vacuum cleaner; •Full set of linens (new), comforter for the bed, two bath towels, two hand towels and two wash clothes; •Local phone line; •Apartment complex shall have a pool and exercise room with equipment; •Apartment should be in a clean, low crime area; •Apartment should have central air and heat. Location: Facilities no further than 15 miles from Naval Station Guam desired. Notes: A list of the crewmembers will be provided to the vendor after award. DOL Wage Determination 98-0208 R18 applies. Proximity to meals is not an issue, as they will have complete kitchens in each apartment. There is no maximum sq footage. No advance payment or deposit is authorized. Contractor bill MSFSC on at least a monthly basis. Housekeeping is not a requirement of the contract. If CIVMARS choose housekeeping, payment is made out of pocket. Transportation is not required. The rate provided by the contractor should include phone (local phone charges only), electricity, TV/Cable Connection with internet capability, and Water. A washer and dryer must be provided in each apartment. Long distance phone calls, internet connectivity/monthly charges, and any other personal services are paid for by the CIVMAR. The following clauses and terms and conditions apply: FAR clauses: 52.212-4, 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-41, 52.222-42, 52.222-44, 52.222-50, 52.225-13, 52.232-18, 52.233-3, 52.233-4, 52.252-2, 52.212-5(Deviation), DFARS clauses 252.232-7100, 252.212-7001(Deviation), 252.243-7002, 252.247-7023. 52.212-3 (Offerors Representations and Certification in accordance with the clause must be submitted with offer or refer to applicable ORCA current submission). Addendum to 52.233-2: Interested parties may request an independent review of their protest as an alternative to considration by the contracting officer or as an appeal of the contractging officer's descision on their protest. See FAR 33.103. Requests for independent review shall be addresed to Cide N10 SSU Guam. SSU Guam encourages potential protesters to discuss their concerns with the contracting officer prior to filing a protest. FAR 52.212-2 applies. Award will be made to the lowest priced responsible offeror who can meet the required specification. Offerors must have an acceptable or neutral record of past performance. The offeror's past perforamance will be determined prior to award. Offerors with no record of past performance in this or similar type of work will receive a neutral rating. The award may be split amongst multiple offerors based upon price and other considerations related to price and availability.
