- This is a solicitation for commercial service prepared in accordance with the information in FAR Subpart 12.6. This announcement is the only solicitation. The Solicitation number is DJJ-9F-EIR01-PARK and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR). The NAICS code is 812930. This requirement is unrestricted, does not have a set-aside and is firm-fixed price. The Executive Office for Immigration Review has a requirement for 4 parking spaces located within a one-mile radius or less from One Franklin Town Blvd. Philadelphia, PA 19103. The parking garage must be in an indoor commercial garage with access/egress control. The parking spaces must be available for EOIR to use seven days per week, twenty-four hours per day, and 365 days a year. The garage parking space must be clean, free of garbage and standing water on the floor and parking spaces. The garage must have preventive measures to keep garage free from unsafe rodents. The garage must have lighting for security purposes. The contract will be priced per vehicle, per month and the term shall include one based period with four-one year options. EOIR intends to award a contract utilizing provisions and clauses for Commercial Items. FAR 52.212-1, Instructions to Offerors-Commerical Applies to this acquisition; FAR 52.212-2, Evaluation-Commercial Items is hereby incorporated by reference. The government will award a commercial item purchase order using simplified acquisition procedures to the responsible offeror whose offer is most advantageous to the government. The offers will be evaluated on the basis of parking distance and price. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR 52.212-4 Contract Terms and Conditions-Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items. The period of performance is as follows: Base Period: October 01, 2009 though September 30, 2010; Option Year (1): October 01, 2010 through September 30, 2011; Option Year (2): October 01, 2011 through September 30, 2012; Option Year (3): October 01, 2012 through September 30, 2013; Option Year (4): October 01, 2013 through September 30, 2014.
