The subject solicitation was made available on the GSA eBuy website at www.ebuy.gsa.gov. An award was made to Dell Marketing, Inc. in the amount of $28,180.33. The brand name justification is included below. The following product was purchased: Dell PowerVault Tape Backup Unit Dell 4210 42U Server Rack Dell 8port KVM switch Dell PowerEdge R710 Domain Controller with maintenance Dell PowerEdge R710 Application Server with maintenance The contract file was documented with the following rationale for restricting competition to a brand name. Indian Health Service (IHS) uses Dell Power Edge servers for its critical servers in order to provide consistent agency operation, mission, and patient care. It is imperative that all IHS servers be standardized in order to maintain adequate technical support, maintenance and staffing. This purchase provides the hardware necessary to connect facilities in Alaska with the existing IHS Network. Standardization of all IHS server hardware allows for consistent technical support, minimal down time for agency critical servers, availability of replacement parts and ensures compatibility with existing hardware. IHS has found that mixing different hardware manufacturer’s devices on the same network causes hardware failures and conflicts. Part of the support provided by Dell includes proprietary third party software which allows Tier 3 support personnel to remotely login to the applicable IHS system and provide support. This saves the government a great deal of resources to include manpower, equipment, travel time and money. The remote technical support software is not compatible with non-Dell hardware. Using Dell products ensures compatibility of hardware and minimal down time for agency critical servers and peripherals.
