- NAICS Code: 541712 PR-DC-09-02171 - Establishing a new Hub based on the HUBzero Platform Posted Date: September 25, 2009 Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operation Division, (3803R) Response Date: Oct. 15, 2009, 4:00 PM EDT NAICS Code: 541712 - The U.S. Environmental Protection Agency (EPA) National Enforcement Investigations Center (NEIC) intends to award a sole source fix-price purchase order under the authority of Federal Acquisition Regulation (Far) part 13, Simplified Acquisition Procedures to Purdue University. The vendor would be responsible for setup and hosting of a new "Starter hub" capable of supporting live tool sessions for up to 200 simultaneous users. The hub will run a single, rack -mounted machine (normally a Dell 1950,8GB RAM, 2x750GB disks RAID1) and will include 250GB of desk space for hub content and 500GB of disk space for storage of simulation results for all users. The hub will be configured with a standard Linux / Apache/ MySQL/PHP software stack, with a local LDAP for user authentication and a Joomla content management system. The HUBzero software stack, which includes more than a dozen web components and the middleware for accessing simulation tool sessions, will be layered on top of that. Data will be backed up by redundant file servers maintained off site. The justification is as follow: After conducting a search for other products that satisfy the Integrated Environmental Modeling Hub requirements our conclusion is that apart from the HUBzero technology, there are no other products that satisfy the list of requirements. The HUBzero platform was created by researchers at Purdue University in conjunction with the NSF-sponsored Network for Computational Nanotechnology. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
