Description
The Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA) awarded a Cost Reimbursement Fixed Fee Task Order to EduTech, LTD under the IDIQ Contract No. HHSH250200976006I, in the amount of $398,269.93. The period of performance is for two and one half (2.5) months from the effective date of award. The purpose of this procurement is to provide labor, management and supervision necessary to process the review of up to 3,000 applications for the National Health Service Corps (NHSC) Loan Repayment Program (LRP) ARRA awards for the Bureau of Clinician Recruitment and Services. This task order was not awarded as a firm fixed-price award because of two unknown factors. 1) The first unknown factor is the number of loan repayment applications that would be received for review. When ARRA funds were provided to the Bureau, there was not enough time to adequately advertise for the Loan Repayment Program supported by ARRA. Therefore, HRSA's uncertainty as to the number of health clinician's applicants nationwide is unknown. 2) The second unknown factor is the number of attachments for each application. While certain documents are required to be submitted as part of the application, not all of the applicants send the documents. This causes the contractor to review fewer documents and spend more time obtaining the missing documentation creating a fluctuation on the hours necessary to review each application package. Given that HRSA had two unknown factors, it is not known exactly how much work the contractor would be performing. Therefore, it would be not be possible to accurately estimate the costs to review each application with a reasonable degree of confidence to award a Firm Fixed Price contract. Since a Firm Fixed-Price contract would commit the Government to paying the entire contract amount regardless of the actual number of applications reviewed, this will not be cost effective. A Cost-Reimbursement, Fixed-Fee contract would allow for the payment of the actual number of reviews conducted based on the number of applications received. The original IDIQ contract was competitively solicited as a 100% small business set-aside under FBO and was competitively awarded.
