- Under the authority of FAR 6.302-1, the 94th Contracting Flight, Dobbins Air Reserve Base (DARB), Georgia, intends to award a Firm Fixed-Price sole source contract to Planmeca, Inc., 100 N. Gary Ave, Suite A, Roselle, IL 60172, for the purchase and installation of three (3) PM270 dental (left/right packages) delivery system consisting of the following items: PM 1000 chair, doctor's control, syringe, non fiber optic hand piece tubing, assistant package, HVE, saliva ejector, and solids separator, and chair mounted single LED light with post. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1 (a), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements and FAR 13.501(a), "Sole Source Acquisitions". The PM 270 dental delivery system is manufactured by Planmeca. Planmeca PM 270 system is the only system that interfaces with the existing base connection, electrical wiring, and fits the piping from the old chairs. Additionally, Planmeca is providing a trade in of three (3) each Planmeca dental chairs and lights we currently have on hand. The associated North American Industry Classification System (NAICS) code is 423450 with a Small Business Size standard of 100 employees. THIS IS NOT A REQUEST FOR QUOTATION. Interested parties may identify their interest and a capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide the supplies or services sought, including technical data sufficient enough to determine that a comparable source to the government is available. The government will make a determination regarding an offeror's ability to meet all requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR13.106-1(b.) Interested persons may identify their interest and capability to respond to the requirement NLT 28 Sep, 2009, 12:00 p.m. (Noon) (EST.) NO VERBAL REQUESTS WILL BE ACCEPTED. The Government does not intent to pay for any information provided under this announcement. Contractors must have a current registration with the Central Contractor Registration (CCR) at http://www.ccr.gov and with Online Representation and Certifications Application (ORCA) at http://orca.bpn.gov. 5352.201-9101 Ombudsman As prescribed in 5301-9103, insert the following clause: OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions).
