- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE EXISTING PRIME CONTRACTOR, LOCKHEED MARTIN CORPORATION, INC., UNDER THE CENSUS BUREAU’S DECENNIAL RESPONSE INTEGRATION SYSTEM (DRIS) CONTRACT NUMBER YA1323-05-CN-0029. The Census Bureau has requested a proposal for the 2010 Decennial Response Integration System (DRIS) contract number YA1323-05-CN-0029. This is a Cost Reimbursement/Fixed Price type contract that was competitively awarded to Lockheed Martin, Inc. For this request Lockheed Martin is required to submit a proposal that provides their basis of estimate to increase the current Coverage Follow-Up (CFU) interview workload by an estimated 1.13 million additional cases. The Census Bureau intends to utilize American Recovery and Reinvestment Act of 2009 (ARRA) funds for the purpose of these additional CFU workload cases. Background Information To help accomplish the 2010 Census, the Census Bureau require the Decennial Response Integration System (DRIS) Contractor (Lockheed Martin) to design, build, test, deploy, implement, operate, maintain, secure, and then dispose of the systems, infrastructure, staffing, procedures, and facilities needed to: 1) provide assistance to the public through the telephone; 2) receive, capture, and standardize census data provided by respondents via census forms, and telephone agents. Lockheed Martin has developed a Coverage Follow-Up (CFU) application for use by telephone agents to conduct follow-up interviews based on the Census Bureau specifications. The CFU application: 1.Incorporates the census form and additional screener or clarification questions to ensure that the final census form data accurately reflect the composition of the household and their demographic and housing characteristics; 2.Provides links to specific information about the questions or census in general for telephone agents to access information necessary to answer questions from the respondents; 3.Contains built-in edits including displaying the resultant error message(s) to telephone agents to ensure the quality of collected data; and 4.Potentially display some subset or all of the original data provided by the responding household along with the census form and screener questions. The purpose of the Coverage Follow-Up (CFU) interview is to verify the household roster and make any corrections to the roster as well as obtain any missing demographic information. The funding provided by the American Recovery and Reinvestment Act (ARRA) will allow the Census Bureau to follow up on an estimated additional 1.13 million cases (households) over the current baseline of 6.91 million, where there is some evidence of a potential coverage error. This follow-up will allow for their household roster to be potentially corrected by verifying and/or providing additional information through telephone interviews by call center agents. The additional cases allow CFU to address a response to the undercount-screening question on the Census form that inquires about relatives staying with the household. To the extent that recent foreclosures have increased “doubling up,” this is a situation that might lead to more under coverage errors in the 2010 Census. The existing contract must be used for the following reasons: 1) The work to be performed is within the scope of the original contract technical provisions 2) The incumbent contractor has the management, technical, and administrative skills to efficiently and effectively accomplish this work at a reasonable cost. The American Recovery and Reinvestment Act (ARRA) contain specific acquisition requirements that must be met when using funds appropriated by the Act. Acquisitions must comply with FAR, and to the maximum extent practicable, be awarded under competitive procedures. The U.S. Census Bureau intends to use the current Cost Reimbursement/Fixed Price contract in performance of the work to meet its requirements. This contract was competitively awarded.
