Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items in accordance with FAR Part 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The NAICS for this requirement is 541512 and the small business size standard is $25.0m. This solicitation is a 100% small business set aside. Requirement is for all parts and/or items exclusively. Request for quotation to procure the following brand name or equal line items that meet the needs of the Operational Test Command, Airborne Special Operations Test Directorate (ABNOSTD) with Government requirements of: 01) one (1) each, Encode work station; 02) one (1) each, Transcode network appliance; 03) one (1) each, HD integration and development; 04) one (1) each, Installation testing and training; 05) one (1) each, Gold system support; 06) one (1) each, Storage array-48TD; 07) one (1) each, HSM Light version; 08) Equipment and software will be configured and integrated with existing ABNOSTD equipment/ software/systems on site at Fort Bragg, North Carolina; 09) one (1) week installation at Fort Bragg, North Carolina; 10) one (1) week on-site training at Fort Bragg, North Carolina; 11) one (1) year warranty with service/support on-site at Fort Bragg, North Carolina (See below the salient physical and functional characteristics full product description and accessories which the equal item shall meet to be considered for award). The following FAR provisions and clauses are associated with this requirement: 52.211-6, Brand Name or Equal, applies to this acquisition. To be considered for the award, any offers of equal products must provide descriptive documentation that will clearly evaluate and meet the salient characteristics specified in the solicitation. The offeror shall submit descriptive literature for all equal items proposed. Failure to submit descriptive literature will return quote; 52.212-1, Instructions to Offers-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items (include a completed copy with quote, must be registered in the CCR); 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions. All responsible sources may submit a quote. All quotes received by due date and time shall be considered. Award will be based on the quote that offers the best value to the Government. Salient Characteristics for Airborne and Special Operations Test Directorate (ABNSOTD) Digital Asset Management System (DAMS) - 2009 High Definition (HD) technical solution requires integration and compatibility with the existing Airborne and Special Operation Test Directorate (ABNSOTD) Digital Asset Management System (DAMS) manufactured by VideoBank and AVID or equivalent non linear equipment, software and secure web browsing located at Fort Bragg, NC. DAMS runs on Microsoft System Query Language (SQL) servers with an integrated raid fault tolerant hard drive system and ADIC Scaler I500 tape back up system. Solution must be capable of handling existing digital photography file and non linear compressed formats in addition to creating HD outputs on a enterprise network system. DAMS existing system has advanced digital video functions to include ingest, storage, selection/retrieval and output. Core application areas include: IngestMatrix Encoder,V-Touch Logger Storage Matrix VideoVault Core Selection/Retrieval Matrix Web/Browser Core Output Matrix PlayList Producer, Matrix Transcoder/Migration Engine ABNSOTD is requesting to buy the following items to upgrade DAMS to high definition: 1. Matrix System Encoder/Logger workstation to capture and ingest all audio, video, images, documents, and other file types to support DAMS. This workstation provides tools for searching, logging, and creating collections; and provides System Administration tools for user rights and digital asset permissions. Broadcast quality material is performed and logged on a frame-accurate basis. Once logged, assets can be searched, played, modified, edited, and repurposed as needed. Broadcast quality material is edited into child clips from the parent clip as the material is logged. Collections of clips can be created and shared between fat client users and web browser users. High Definition Encoder Workstation Hardware for Uncompressed SDI/HDSDI data: 2GHz Dual Intel Based Processor 2GB Minimum Of Memory 250GB Of Hard Drive Space 2 x 32Bit PCI Slots for MPEG Encoder & Decoder Board Support 2 x 64Bit PCI Slots for MPEG Encoder Support High Definition Encoder Workstation Operating System: Windows XP x86 Professional Edition SP2 or Higher Windows Vista x86 Edition (Business, Enterprise, Ultimate) SP1 or Higher 2. Matrix Transcoder System is a network load balanced workstation for transcode job requests from DAMS client interfaces. Transcoder handles conversions of high-resolution MPEG-4video to selected streaming and proxy formats. DAMS uses the Matrix to transcode MPEG-4master data to proxy or lower resolution formats such as MS Windows Media Player, QuickTime, REAL Media, and MPEG-1 while maintaining frame accurate time code. Proxy versions are automatically migrated and published to the Web. DAMS users can work with proxy versions on the browser and automatically relate their work and EDL back to the MPEG-4master. Browser and streaming quality formats and resolutions are transcoded in a streamlined automated batch process. High Definition Transcoder Specs: For SDI, Analog/4 Channel/Time Code 2Ghz dual core processor 72GB Memory 3. DAMS Matrix Core Application System is a Web, Database, Storage and Array Server combined. Its a cross platform browser based application to provide end users with an easy way to search and retrieve digital assets from the desktop. The graphic user interface handles multiple workflows such as: search, retrieve, view, play-list creation, distribution, and conversion. DAMS uses the Microsoft (MS) System Query Language (SQL) Server Database platform. The system is a client server database; a relational database linking ingested digital assets to Criteria Profiles. Criteria Profiles are created to provide unique meta-data tags for different video categories or different user search requirements. Matrix Video Vault is the database storage system to manage/store digital assets and facilitates search/retrieval of videos. The database stores hundreds of different metadata descriptors. Criterion is database driven; new criteria can be added with the Matrix criteria maintenance and configuration utility. Profiles are created to provide unique metadata tags for different assets or different user logging and searching requirements. A matrix grid screen display allows the grouping of related assets in one simple structure so end users can see and access any type of content relating to the database query. The HD upgrade is to increase server array storage from 12TB to 48TB and to replace the tape back up system.
