- NASA/GSFC has a requirement for:Qty:1,CCS/NASA Design for Producibility, All 4 Parts/CupsQty:1,Non-Recurring Engineering for Parts/Cups 1 & 3Qty:1,Steel Tooling Design and Manufacturing for Parts/Cups 1 & 3.Qty:2,Part manufacturing trials for Parts/Cups 1 & 3.Qty:2,Additional part manufacturing trials for Parts/Cups 3Qty:2,Delivery of tested Parts/Cups 1.Qty:11,Delivery of tested Parts/Cups 3. **PLEASE SEE ATTACHED STATEMENT OF WORK AND DRAWINGS FOR ADDITIONAL SPECIFICATIONREQUIREMENTS.**NASA/GSFC intends to purchase these items from CCS Composites LLC pursuant to FAR 13.106for the acquisition of supplies or services determined to be reasonably available fromonly one source. It is our understanding that CCS Composties LLC has expeditiouslydeveloped compression molded parts using MS-4a compression material in past collaborativedevelopment with GSFC.This is critical to meet schedule and was previously demonstratedon HST. It is also our understanding that CCS Composities LLC has cup cone compatibilitywith MS-4a material so the existing GPM materials and processes can be used anddevelopment of a materials and processes can be avoided. The use of materials andprocesses is critical to meet schedule. CCS supplied successful HST compression moldedpart and, hence, can supply MS-4a cup cone designs. Finally, it is our understandingthat CCS Composities LLC has the ability to manufacture compression molded parts for lowcost composites and that CCS has the needed manfacturing technology, which was criticalto the successful design and manufacture of a similar HST parts with the same materialspecified for this GPM effort.The material properties and processes previouslydeveloped by CCS will be leveraged directly for the GPM Cup Cones design.The Government intends to acquire a commercial item using FAR Part 12.DO Rating is DO-C9. The synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:00 p.m. local timeon September 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All contractual and technical questions must be submitted in writing via e-mail toRogenia.M.Burton-Penderga@nasa.gov no later than September 25, 2009 or via facsimile at301-286-1720.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
