- The USDA Forest Service, Gifford Pinchot National Forest is pleased to announce the availability of a prospectus (solicitation for bids) for a 5+5 year special use permit for the operation and maintenance of Government-owned campgrounds and day use recreation sites on the Cowlitz Valley and Mt. Adams Ranger Districts. The Prospectus is currently available on the web at http://www.fs.fed.us/r6/gpnf/recreation/campgrounds/prospectus. It describes this campground concession permit business opportunity and provides instructions for submitting applications. Complete applications must be submitted to Janine Clayton, Forest Supervisor; Attention: Debbie Terrion; 10600 NE 51st Circle; Vancouver, Washington 98682. Applications must be received by close of business (4:30 p.m. local time) on October 30, 2009. A selection will be made late in 2009 to allow notification of the successful applicant in December prior to the new year. Applicants are strongly encouraged to visit each of the sites prior to submitting an application. Please review the Prospectus carefully and make an independent assessment of the offered business opportunity. Applicants must submit five (5) hard copies of their application package and a bank draft, money order, or cashier’s check in the amount of $150 payable to the USDA Forest Service to cover the processing fee. Applicants are also required to submit two (2) hard copies of their business plan along with a bank draft, money order or cashier’s check in the amount of $30 payable to WSU-Small Business Development Center for an independent SBDC review. If an applicant’s current fiscal year business plan has already been reviewed by an SBDC, the applicant may submit a copy of the review report and forego a second business plan review and its associated fee. Unless a written request to return the proposal is included with the bid package, all unsuccessful applicants' proposals and supporting documentation will be destroyed after the appropriate appeal period. Portions of the selected applicant's package will become part of the special use permit. Please ensure that all requested information is submitted. Missing or incomplete information will result in a lower rating for the corresponding evaluation criteria.
