- RECOVERY. This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is being issued as RFQ #Q5140100041. The U.S. Department of the Interior, National Park Service, Blue Ridge Parkway, North Carolina, has a requirement to supply and deliver approximately 4,158 tons course gravel classified as ABC road base material to two sites on the Blue Ridge Parkway. Per FAR Part 19.10, Small Business Competitiveness Demonstration Program, this solicitation is for Full and Open Competition. The NAICS code is 423320, small business size standard is 100 employees. The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The following provisions and clauses apply to this procurement: FAR 52.212-01 Instructions to Offerors - Commercial Items; FAR 52.212-02, Evaluation - Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision: Quotes will be evaluated based on best value to the Government, which will result from low price and past performance. FAR 52.212-03, Offeror Representations and Certifications - Commercial Items; FAR 52.212-04, Contract Terms and Conditions - Commercial Items; FAR 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (paragraph (b) the following clauses apply: FAR 52.222-03; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.225-01; FAR 52.232-33; FAR 52.204-07, Central Contractor Registration; FAR 52.211-05, Material Requirements; FAR 52.223-06, Drug-Free Workplace; FAR 52.247-34, FOB Destination. The following Recovery Act clauses apply: FAR 52.203-15 Whistleblower Protections; 52.204-11 First-tier subcontracting reporting; 52.212-4 Special Buy-American Act requirements; 52.212-5 Contractor reporting requirements; 52.213-4 Expanded GAO/OIG access to contractor records; and as applicable 52.214-26; 52.215-2; 52.225-21-24 and 52.244-6. Unit prices quoted shall be per ton and include hauling and stockpiling of ordered materials as indicated below. Line Item 0001 -NCDOT (ABC) Aggregate Base Coarse material, containing proposal mix of crushed granite and granite dust, estimated total quantity 1,500 tons.$___________ per ton ____________total Delivery: 1) Stockpile 1500 tons at Sandy Flats maintenance area at 5580 Shulls Mill Road. Access is via State Highway 221 South from Blowing Rock. Travel two (2) miles to the intersection of Shulls Mills Road and the Blue Ridge Parkway. Turn right, then immediately turn left onto Shulls Mill Road, then another immediate left onto maintenance area driveway. Do not enter gate but bear right; gravel pile is on your right near the back. Line Item 0002 -NCDOT (ABC) Aggregate Base Coarse material, containing proposal mix of crushed granite and granite dust, estimated total quantity 1,000 tons.$___________ per ton ____________total Delivery: 2) Stockpile 1000 tons at Rich Mountain. Continue past the maintenance area above.4 mile, and proceed through the open metal gate and up the gravel carriage road.5 mile to the grassy field on the left. Line Item 0003 -NCDOT (ABC) Deliver remaining Aggregate Base Coarse material, containing proposal mix of crushed granite and granite dust, estimated total quantity 1,658 tons.$___________ per ton ____________total Delivery: Delivery shall be to two sites above and quantities delivered to each site will be decided prior to delivery. Delivery shall also be in two phases:Phase 1) Delivery of line items 1 and 2 between October award date and the third week of November (weather permitting). Phase 2) Delivery line item 3 around the first week of February 2010 and continue until total quantities are delivered and project is complete. The gravel will be applied to 32,000 linear feet of carriage trails of Moses Cone Estate by Government Employees. Restrictions: Hauling restrictions on the Parkway motor road are as follows: Single Units: 2 axles - 26,000 lbs.; 3 axles -38,000 lbs.; 4 axles or more 52,000 lbs. Combination units: 2 axles - 42,000 lbs.; 3 axles - 54,000 lbs.; 4 axles or more - 57,000 lbs. Isolated loads exceeding these limits may be permitted by the Contracting Officer's Technical Representative (COTR) for delivery of equipment or other special items. When the ground is saturated with water and very wet, further load restrictions may be imposed or hauling suspended as directed by the Contracting Officer's Technical Representative (COTR). Loaded vehicles hauling materials shall not exceed 25 mph over any bridge on Blue Ridge Parkway roads. No more than one (1) vehicle will be allowed on any bridge at one time. At all times trucks should be operated at speeds not exceeding 35 mph, and shall maintain a spacing of not less than 500 feet. Equipment: All equipment used in the work shall be of the proper type, of a sufficient size, in good operating condition, and otherwise meet the equipment specifications for each type of maintenance work. The Contracting Officer may order removal and/or replacement of any unsatisfactory equipment at the Contractor's expense. All equipment must meet all Federal and State licensing and safety requirements. The moving of equipment shall be considered incidental to the contract. Safety: The Contractor shall exercise due caution and care when working to prevent undue conflict with public users of roads. Roads shall remain passable to traffic during the Contractor's operations. The Contracting Officer has authority to have deliveries stopped when weather or road conditions are unsuitable for the hauling of aggregate. If operations are stopped for any reason, the Contractor will be notified 24 hours prior to resuming operations. Damage to Property: The Contractor shall be responsible for any damage caused by his/her personnel or equipment to any existing structures such as culverts, signs, cattle guards, and riprap protecting culvert inlets and/or outlets. Damaged items shall be repaired or replaced by the Contractor at no additional cost to the Government. Pollution and Erosion Control: During all operations under this contract, the Contractor shall take reasonable measures to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including garbage, rubbish, and solid or liquid wastes, from the Contractor's operations, shall be stored, collected, and disposed of in a sanitary and nuisance-free manner. Refuse shall be disposed of in State-approved landfills or as approved by the COTR. Payment: The accepted quantities will be paid for at the contract unit price(s) quoted. Weight receipts shall be required. The contractors identified for the competition shall be registered on all three of the following websites: National Business Center (NBC) - http://ideasec.nbc.gov/, the Central Contractor Registration System (CCR) - http://www.ccr.gov/, and Online Representations and Certifications (ORCA) - www.bpn.gov/. Quotes shall be submitted in writing on company letterhead and must include the RFQ number, the company name, a point of contact, address, phone number, fax number, e-mail address, DUNS number, delivery period, line item prices, and any prompt payment discount terms.
