- his is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation RFQ10611-0014-9 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This acquisition is solicited on an unrestricted basis for NAICS 333319, size standard 500 employees. All responsible sources may submit a quotation which shall be considered by the Agency. Federal Acquisition Regulation (FAR) provision 52.211-6 Brand Name or Equal applies to this acquisition. Vendors shall comply with FAR provision 52.211-6 if submitting other than the brand name products. Award will be all or none. FAR provisions and clauses can be viewed at Internet address: http://farsite.hill.af.mil/vffar1.htm. The requirements of this solicitation are for an A Tech Automotive Technology Simulator. Delivery is to the Federal Correctional Complex, Butner, North Carolina, 27509. Please provide pricing for one each of the following Trainer/Coursewares: Item no. 0001: GM On Board Diagnostric II System Trainer /Courseware Item no. 0002: Delco/Bosch ABS/TCS System/Courseware Item no. 0003: Ford EEC-V System Trainer Item no. 0004: Starting System (J1850) Trainer/Courseware Item no. 0005: Charging System (J1850) Trainer Item no. 0006: Lighting System (J1850) Trainer Faultd/Courseware Item no. 0007: Cooling Fan Trainer Item no. 0008: Blower Motor Trainer Item no. 0009: Horn/Alarm Trainer Item no. 0010: Instrument Panel Trainer Item no. 0011: Wiper/Washer Trainer Item no. 0012: Power Windows Trainer Item no. 0013: Power Door Locksmith Trainer Item no. 0014: Power Seat Trainer Automotive Trainer/Courseware must be technically compatible with existing A Tech Trainer/Courseware components currently in use at FCC Butner. FAR provision 52.212-1 [Instructions to Offerors Commercial] applies to this acquisition to include the following addenda: All vendors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR program. The CCR can be accessed at Internet address: www.ccr.gov/. Confirmation of CCR registration will be validated prior issuance of an order. Vendors shall include completed copies of FAR 52.212-3 [Offeror Representations and Certifications-Commercial Items with their quote. FAR 52.212-2 - Evaluation-Commercial Items applies to this solicitation.Evaluation of Quotations: a. The Government will issue an order resulting from this solicitation to the responsible contractor with Technical Acceptibility and that offers the best value to the Governement, price and other factors considered. Technical acceptability: If providing an equal item(s), comply with FAR Clause 52.211-6, Brand Name or Equal. Explain how your company will meet the salient characteristics of the items as specified in the solicitation. Quotes must be faxed to the Contracting Officer at the number indicated below. The following FAR provisions and clauses apply to this solicitation: 52.212-4 [Contract Terms and Conditions Commercial Items]; 52.212-5 [Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items] with the following sub-clauses: 52.232-33 [Payment by Electronic Funds Transfer ---- Central Contractor Registration (OCT 2003)]; In addition the following DOJ clause applies: 2852.211-70 BRAND-NAME OR EQUAL (JAN 1985)(a) The terms "bid" and "bidders", as used in this clause, include the terms "proposal" and "offerors". The terms "invitation for bids" and "invitation", as used in this clause include the terms "request for proposal" and "request".(b) If items called for by this Request for Quotation have been identified in the schedule by a "brand name or equal" description, such identification is intended to be descriptive but not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory. Bids offering "equal" products (including products of a brand name manufacturer other than the one described by brand name) will be considered for award if such products are clearly identified in the bids and are determined by the Government to meet fully the salient characteristics and requirements listed in the invitation. © Unless the bidder clearly indicates in his/her bid that he/she is offering an "equal' product, his/her bid shall be considered as offering the brand name product referenced in the invitation for bids.(d) (1) If the bidder proposes to furnish an "equal" product, the brand name, if any, of the product to be furnished shall be inserted in the space provided in the invitation for bids, or such product shall be otherwise clearly identified in the bid. The evaluation of bids and the determinations to equality of the product offered shall be the responsibility of the Government and will be based on information furnished by the bidder or identified in his/her bid as well as other information reasonably available to the purchasing activity. To ensure that sufficient information is available, the bidder must furnish as a part of his/her bid all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to: (I) determine whether the product offered meets the salient characteristics requirements of the invitation for bids, and (ii) establish exactly what the bidder proposed to furnish and what the Government would be binding itself to purchase by making an award. The information furnished may include specific references to information previously furnished or information otherwise available to the purchasing activity.(2) If the bidder proposes to modify a product so as to make it conform to the requirements of the invitation for bids, he/she shall: (I) include in his/her bid a clear description of such proposed modifications, and (ii) clearly mark any descriptive material to show the proposed modifications.(3) Modifications proposed after the bid opening to make a product conform to a brand name product referenced in the invitation for bids will not be considered.(End of Clause)FAR: 52.232-18 -- Availability of Funds. Funds are not presently available for this contract. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
