- Based on the evaluation factors set forth in the solicitation for ARRA Project#18 under Section E.7 52.212-2 which were as follows: 1. Past Performance: a. Provide at least three (3) references to include same or similar work (use the Business Management Questionnaire - Attachment B). 2. Technical: a. Experience of company in performing this type of work. b. Provide a work Plan/Staffing Plan c. Grass Paving System Literature 3. Price analysis will used to determine if the price is fair and reasonable. Past Performance and Technical, when combined, are significantly more important than price. this project has been awarded as a result of the evaluation process with the determination that the identified awardee in this notice is the overall "Best Value" selected contractor for this contract award.
