This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following factors shall be used to evaluate offers: Price Personnel Qualifications (See SOW paragraph 1.3.) Past Performance Personnel Qualifications and Past Performance, when combined, are approximately equal to cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) The provision at 52.212-2, Evaluation-Commercial Items, and specific evaluation criteria included in paragraph (a) of that provision, is applicable. 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days. (End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years. NONPERSONAL SERVICES. Non-personal services contract. The contractor is responsible to the Goodfellow Air Force Base, Director of Education Services for conducting academic advisement and customer services to military personnel, Department of Defense civilian personnel, family members and all other eligible customers. 1.1. TYPE OF SERVICES REQUIRED Academic advisement shall focus on the Community College of the Air Force (CCAF), Air University A4/6, Defense Activity for Nontraditional Education Support (DANTES) testing, Air Force tuition assistance processing and other customer service information and functions as outlined below. The contractor is required to refer customers requiring information and counseling that is more detailed to the appropriate Air Force professional guidance counselor or other staff specialist. Work shall be performed at Bldg 320, 17 FSS/FSDE, Goodfellow Air Force Base, Texas. 1.2. 1.2. DESCRIPTION OF MATERIALS: None required 1.3. GENERAL INFORMATION: Personnel/Qualifications: 1.3.1. The contractor shall possess a bachelor's degree in education or counseling-related field or a minimum of three years of CCAF equivalent advisory and customer service experience. Degree must be from a United States institution accepted by an organization/association approved by the Council in Postsecondary Accreditation (COPA). 1.3.2. Contractor must be able to read, write and speak English. If English is not the applicant's first language the contractor may be required to take Test Of English as a Foreign Language (TOEFL) at contractor's expense. 1.3.3. Contractor shall present a neat and professional appearance at all sessions. 1.3.4. Basic typing skills and general computer knowledge is required 1.3.5. The contractor shall provide proof of qualifications that shall be reviewed by the Education Services Director. Resumes and transcripts shall be submitted with bid packages to the Base Contracting Office. 1.4. SPECIFIC TASKS: Scope of Work: In accordance with governing directives, college reference materials, and local policies, the contractor provides advisement on CCAF, AU A4/6, DANTES testing, and performs related administrative tasks to include marketing the CCAF program. The contractor shall provide routine customer service to include answering phones, making appointments (testing or counseling), and enrolling students in distance education courses. The contractor shall make inquiries to the Air Force professional guidance counselors or other staff specialists in the Flight on behalf of students and other customers and shall provide general information and advisement as requested. Contractor shall provide tuition assistance information and documentation to eligible active duty military personnel. 1.4.1. The primary emphasis is advisement on the CCAF program. The contractor shall provide general information on CCAF eligibility, gather and process paperwork, including assisting the individual obtain official documentation to be forwarded to CCAF. Contractor will also evaluate and interpret progress reports, and advise customers on applicability of local programs to CCAF degree requirements. The contractor will facilitate CCAF degree completions by providing sound guidance to each student and through actively marketing the CCAF program, as well as maintaining a current database of CCAF degree completions. When necessary, inquiries on the students' behalf will be made to CCAF. 1.4.2. Provide information to individuals regarding testing services and distance education available through DANTES, AU A4/6, Service members Opportunity College guidelines, and other programs. The contractor shall become thoroughly familiar with DANTES testing, independent study and correspondence programs available and understand how they may apply to the CCAF degree programs. The contractor will assist customers with applications and other documentation required for CCAF programs. 1.4.3. Provide information to students regarding use of Air Force tuition assistance and assist with the application procedures. 1.4.4. Ensure individual's electronic Education Services Record in the Air Force Automated Education Management System (AFAEMS) is updated with appropriate information and counseling remarks. 1.4.5. Assists as needed in the planning, developing and presentation of an annual CCAF graduation ceremony. 1.4.6. When not engaged in appointments for CCAF counseling, the contractor will assist office staff in general customer service duties. 1.5. Government Representative (GR): The authorized Government Representative for this contract is Mr. Carl Frentz, Director, Education Services, OR Mr. Steve Williams, Education Counselor. The Education Services telephone number is 654-3314. SECTION 2 THIS SECTION IS RESERVED SECTION 3 3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. 3.1. Office Equipment. The Government will provide the Contractor desk space equipment, supplies, computer and base telephone at 17 FSS/FSDE that are necessary to perform the duties of the contract. The Government will provide access to electronic mail, internet access, and MilPDS as appropriate. The service provider shall use these Government furnished services only in matters related to the performance of this contract. All network (LAN) remote access will be provided by the base Network Control Center. Service provider shall not establish any external network connectivity. The Government may limit or restrict these services at any time; such items will be used for official use only. SECTION 4 4. GENERAL INFORMATION. 4.1. CONTRACT MANAGEMENT. 4.1.1. Contract Manager. If directed, the contractor will provide a qualified substitute for a period absence if approved by the Point of Contact (POC). The substitute will have the same qualifications as the contractor in the performance of their duties. Any Active Duty Military substitutes must have a Memorandum for Record from their commander with permission to substitute. However, in all cases, the substitute shall have no claim whatsoever against the Government for services rendered and the compensation to be paid the substitute shall be a matter entirely between the contractor and the substitute. 4.1.2. In the event the Contractor fails to provide a satisfactory substitute to perform at any time which the Contractor does not perform, the Contractor hereby authorizes the Government Representative (GR) to procure the services of a satisfactory substitute for the account of the Contractor and the amount paid or owed to the substitute by the Government for such services shall be deducted from any amount owed to the Contractor under this contract. 4.2 HOURS OF OPERATION. 4.2.1. Normal Hours of Operation. Contractor services will be called for a minimum of 1 workday per week with a maximum of five days per week (which days to be determined by the contractor and the ESO at least one day in advance). Services are required on an "as needed" basis. Each workday may be called for two units. A "unit" consists of a four-hour session (7:30-11:30 AM or 12:30-1630 PM). In no case will more than two units be earned in one workday. Calls for units may be made informally by the Director, Education Services or other Government Representatives. (See paragraph 1.5). 4.2.1.1. U.S. Holidays. Contractor will advise the Director, Education Services within 2 hours of a scheduled unit when he/she is unable to work due to short illnesses or other bonafide emergencies. In these instances the Government shall provide a government employee to perform these services. 4.2.1.3. Short periods of time off for personal business, appointments or social functions must be coordinated with the Director, Base Training and Education Services/BTES Team Chief and is not paid time. Attendance at officially mandated meetings/commanders calls or training classes will be considered alternate work locations and is paid time. 4.2.1.4. All invoices for services rendered are submitted monthly for certification to the Director, Education Services or authorized government representative. 4.3. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY SECRETARY OF DEFENSE OR THE OVERSEES COMBATANT COMMANDER. Contractor is considered "non-essential personnel" for base closures or work hour modifications due to weather, exercises or other military requirements as determined and announced by base officials or the Director, Education Services.
