Description
NASA/JSC plans to issue a Request for Proposal (RFP) to re-compete the contractrequirements for the current Neutral Buoyancy Laboratory (NBL) Space Vehicle MockupFacility (SVMF) Operations Contract (NSOC, NAS9-02102). The NBL and SVMF are key Agencyassets that support human space flight training and operations. Both facilities supportthe Space Shuttle, International Space Station (ISS) and other future space programs.Both are operated by JSCs Mission Operations Directorate (MOD). NASA/JSC intends to issue a cost plus award fee/ incentive fee contract with anindefinite delivery, indefinite quantity (IDIQ) feature. The period of performance willinclude a 3-year base period and two 1-year option periods. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. This procurement is a full and open competition. The NAICS Code and Size Standard are 541712 and 500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the DRAFT RFP is on or about November 2009. After itsrelease NASA/JSC will hold a pre-proposal conference on or about December 2009. This willallow industry to ask questions specific to the DRAFT RFP. Industry will then berequested to submit questions in writing so that the Government may officially respond.The anticipated release date of the FINAL RFP is on or about January 2010, with ananticipated proposal due date on or about March 2010. A phase-in period for theanticipated contract of approximately 60 days is planned. TELEPHONE QUESTIONS WILL NOT BE ACCEPTED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot beaccepted by the Government to form a binding contract. The Government will not pay forany information solicited. No evaluation letters and/or results will be issued to therespondents. No solicitation exists; therefore, do not request a copy of thesolicitation. If a solicitation is released it will be synopsized in FedBizOpps and onthe NASA Acquisition Internet Service. It is the potential offerors responsibility tomonitor these sites for the release of any solicitation or synopsis.
