Description
The purpose of this amendment is to reformat the previous synopsis. Allinformation contained is the same. No information was changed. This is a synopsis for non--commercial items prepared in accordance with the format in Subpart 5.2, as supplemented with additional information included in this notice. This announcement will be followed by a written solicitation. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (a) (2) Only one responsible source and no other supplies or services will satisfy agency requirements. The identified source is Evident Technologies, 45 Ferry Street, Troy, NY, 12180. The U.S. Army JM&L LCMC-Picatinny, Picatinny Arsenal, NJ 07806-5000, intends to solicit, negotiate, and award a firm fixed price contract on a sole-source basis to Evident Technologies to conduct proof of principle that quantum dot technology can be effectively applied to Infrared (IR) paints, providing the warfighter with convenience of day and night solutions for visual detection. The goal is to identify a technology solution that can be easy to apply, long lasting, environmentally stable, and provide detection from a safe stand-off distance. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement will be based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
