- The purpose of this amendment is to post the questions and answers as a result of the solicitation. The questions and answers are as follows: 1. Question: For line item 0001, is there any information on the system to be maintained/supported? ANSWER: Line item 0001 includes everything listed under the scope in the Performance Work Statement (attachment 1). I have also included a HW spreadsheet for every component used to make-up our AV/VI/VTC systems. 2. QUESTION: For line item 0002, are we to estimate the cost to complete all requirements for reported manpower? ANSWER: Yes. 3. QUESTION: We currently are working on other contracts on Ft. Carson; will we need additional clearance to access to work area? ANSWER: Contractor will be required to obtain SECRET clearance upon notification of award. It is preferred for contractor personnel to have SECRET on first day of contract but not required. 4ID will support contractor in obtaining CAC card for access to post and computer systems. Additional access cards for physical security areas will be issued by 4ID G2 (COR will coordinate all of these activities). 4. QUESTION: Could you please clarify the personnel security clearance level required? ANSWER: Contractor will be required to obtain SECRET clearance upon notification of award. It is preferred for contractor personnel to have SECRET on first day of contract but not required. 5. QUESTION: Could you please clarify A customer approved trouble ticketing system will be utilized? ANSWER: The Division G6 will decide shortly on the trouble ticket system we will use when deployed. It is our intent that the same trouble ticket system be used for managing any issues with the AV/VI/VTC systems and maintained under this contract. Our initial preference is toward the REMEDY Help Desk SW but that decision has not been made. Once awarded the contractor can make a recommendation on what system they would prefer to use but the G6 will have final approval of what system is put in place. 6. QUESTION: Is there a project/award budget that you can share with us? ANSWER: Since this is a new position there is no historical data that we can reference. 7. QUESTION: For normal hours of service, how many days in a year is the contractor expected to be on site? Example, PWS references 10 federal holidays. Are these the only working days that the contractor is not required to be on site? ANSWER: Except for the 10 federal holidays it is expected that normal work hours will be M-F from 7:30 am 4:30 pm and that the contractor will have an individual on every weekday that is not a holiday. 8. QUESTION: Regarding pricing, can you clarify what needs to be priced on each CLIN? o CLIN 0001 Audio Visual/Visual Information/Video Teleconference System Support o Total Price:____________________ o CLIN 0002 Contractor Manpower Reporting. 1 Each. o Unite Price:_________________________ Total Price:____________________ ANSWER: Line item 0002 includes everything listed under the scope in the Performance Work Statement (attachment 1). CLIN 0002 is the cost the contractor will change to complete the requirements of the manpower reporting as identified in the solicitation. 9. QUESTION: What service is covered by CLIN0002? Is CLIN 0002 intended to capture the on-call (via pager, cell phone or help desk) service? ANSWER: Refer to the requirements of the manpower reporting as identified in the solicitation. 10. QUESTION: What are the estimated on-call support hours on a year? ANSWER: It is estimated that on-call support would be approximately 50-60 hours each year. Our goal is 8 hour days for contract support meaning that when an activity is scheduled to occur after 4:30pm then we would adjust the work hour for that day to allow contractor to report later to work on that day. Our mission readiness exercise (2 week event) and other unscheduled events is where our estimated 50-60 hours of on-call support would occur. 11. QUESTION: Would you consider a separate CLIN for after-hours support where we only quote our hourly after-hours support rate and not give a total? This may alleviate issues regarding the estimated number of on-call support hours. ANSWER: It is current practice to contract for fixed-price services and not an option for this contract to offer a support rate to allow billing by the hour for on-call support. 12. QUESTION: We understand this is a new requirement, and thus no historical workload is available. However, it is a fixed-price contract. Can the Government provide an estimate of he workload so that offerors can better estimate the price/risk? ANSWER: It is estimated that on-call support would be approximately 50-60 hours each year. Our goal is 8 hour days for contract support meaning that when an activity is scheduled to occur after 4:30pm then we would adjust the work hour for that day to allow the contractor to report later to work on that day. Our mission readiness exercise (2 week event) and other unscheduled events is where our estimated 50-60 hours of on-call support would occur. 13. QUESTION: 1.2.1.3.1. CHRISTIE Video Wall, AMX-Level II Certification, and TANBERG VTC, MCU Operations and TMS Software scheduling, application setup, operation and maintenance. Are the certifications mandatory or preferred ? The reason I ask is our technicians are certified in other components than CHRISTIE but most systems are similar in many ways. ANSWER: The only certification that is required (mandatory) is AMX-II certification. The other systems referenced would fall under the skills category (i.e. required to be familiar with these specific systems). Additionally ensure that following other service requirement can be met: 1.1.1.3.14. REACHBACK TO OEM. (The contractor must secure reach-back channels to the Original Equipment Manufacturer of the CHRISTIE systems in order to coordinate the service and repair of proprietary components.) The closing date and time of 21 September 2009, 11:00 a.m. Mountain Time is unchanged.
