- This is a combined synopsis/solicitation for commercial item supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-36. This purchase is reserved for small businesses, NAICS 212319, Other Crushed and Broken Stone Mining and Quarrying, with a small business size standard of 500 employees. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer is the most advantageous for the Government, price and other factors considered. BACKGROUNDThe National Park Service manages paved and gravel roadways within the Stehekin District of North Cascades NPS Complex and Lake Chelan National Recreation Area. Various construction projects require the use of large granite rocks and gravel. This purchase will provide rock for a variety of projects to occur in the coming year. DELIVERY LOCATION Deliver all materials to Tom Courtney Tug and Barge, 1222 W. Woodin Ave, Chelan, WA 98816. Contractor shall coordinaget the exact delivery date(s) and size of loads with the barge company (509/682-2493). Delivery and placement of rocks onto the barge deck will be as specified by Tom Courtney of the barge company. We expect that rocks up to 2,000-lbs may be end-dumped on the barge, if there is a layer of gravel loaded first so as not to damage the barge deck. Larger rocks may need to be placed individually on the barge deck. INVOICINGEach truckload of materials shall be accompanied by a delivery ticket showing the date, product, weight (as determined by a certified scale), and delivery location. The ticket shall be in duplicate. It is the contractor's responsibility to obtain the signature of a barge company representative upon delivery. Invoices shall summarize deliveries by product and be supported by signed delivery tickets. Payment will be based on actual quantity delivered. A variance of 10% from the target ordered weight is allowed. Payment will be by MasterCard or direct deposit (net 30 days, with contractor's option for a prompt payment discount). Partial payments for items delivered will be allowed. NOXIOUS WEED PREVENTIONTo prevent the introduction of the seeds from noxious weeks into Stehekin valley or onto NPS land, the Contractor shall endeavor to provide materials free of plant matter. This includes soil, seeds, vegetative matter or other debris that could contain or hold seeds. Diffuse or spotted knapweed or rush skeleton weed are the primary noxious weeds of concern. DELIVERABLESAll rock shall be granite, hard, and angular. Neither the breadth nor thickness of any stone shall be less than one-third its length. All rock shall be free of overburden, spoil, shale, and organic material (as described above). Do not furnish shale, rock with shale seams, or other fissile of fissured rock that may break into smaller pieces in the process of handling and placing. 1. Rocks: a. 10,000 to 15,000 lbs each, 185 tons b. 6,000 to 10,000 lbs each, 185 tons c. 3,000 to 6,000 lbs each, 40 tons d. 1,000 to 3,000 lbs each, 55 tons e. 200 to 1,000 lbs each, 85 tons f. 4" to 16" dimension 165 tons 2. 4" to 8" spalls 50 tons3. 5/8" crushed rock 220 tons Furnish hard, durable particles or fragments of crushed stone or gravel conforming to the size and quantity requirements for the crushed aggregate material normally used locally in the construction and maintenance of highways by Federal or state agencies. Furnish crushed aggregate uniformly graded from course to fine. 4. Option for additional 5/8" crushed rock, delivered in full truck-load increments (specify your truck size)5. Option for Class 6 riprap, delivered in full truck-load increments (specify your truck size) (a) Apparent specific gravity, AASHTO T 85 2.50 min. (b) Absorption, AASHTO T 85 4.2% max. (c) Coarse durability index, AASHTO T 210 50 min. (2) The volume of a rock with these dimensions has a mass approximately equal to the specified rock mass. (3) Furnish rock with breadth and thickness at least one-third its length. SCHEDULEBarge capacity is approximately 230 tons, so an estimated 5 barge runs will be necessary. Rock shall be delivered during October and early November as coordinated with the barge company and the NPS. The Government may exercise the option for additional crushed rock or Class 6 riprap any time prior to October 30, 2009, for delivery prior to November 27, 2009. OFFER INSTRUCTIONSThe deadline for receipt of quotes is September 29, 2009, at 4:30 pm. Offers may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum:1. Completed price schedule (note that this purchase is exempt from state sales tax); per-ton price should include delivery to barge deck;2. A copy of your standard report showing that offered materials meet the specifications above;3. A statement indicating if you prefer payment by MasterCard or direct deposit (net 30 days);4. Prompt payment discounts, if any; 5. Contractor remittance address, DUNS number, and federal tax identification number;6. Name, phone number, and address of your point of contact; 7. Signature of official authorized to bind your organization; 8.
