- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. Postage to be downloaded periodically from October 1, 2009 to September 30, 2010, to Hasler postage machines. The following clauses, by reference have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
