- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This is a Request for Quote (RFQ), and this synopsis solicitation number is W912CZ09T0909. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. (iv) This solicitation is issued as a request for quote (RFQ) as a Total Small Business set-aside. (v) The applicable NAICS is 624190. Size Standard: $7.0M. (vi) This synopsis solicitation contains (2) line items for base year to include (2) line items for option year. Quotes are being sought from Total Small business set-aside. (viii) Place of Performance: 724 Quartermaster Drive, Fort Richardson, Alaska 99505. This is a new requirement, there are no incumbent employees. Anticipated award date: 23 September 2009, Firm-Fixed Price type contract. (xi) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance, Resume Experience Qualifications and Price. Past Performance and Resume Experience Qualifications when combined are approximately equal to Price. FAR 52.212-2, Evaluation-Commercial Items (JAN 1999) and FAR 52.212-3 ALT 1, Offeror Representations and Certifications-Commercial Items Alternate I (FEB 2009) applies to this acquisition. Evaluations will be made in accordance with the solicitation. The Government may award a contract on the basis of initial offers received, without discussions or negotiations. Therefore, each initial offer should contain the offerors best terms from a price and technical standpoint. The Government may reject an offer if such action is in the public interest and waive informalities and minor irregularities in any offer received. (xx) The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract.
