- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of any amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-09-Q-0506 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20090825. This procurement is being issued unrestricted with regard to small business size standard. The NAICS code is 334220 and small business size standard is 750 employees. The contractor shall provide the following line items on a firm fixed price basis: Item 1: Modem Adapter Qty: 3 Description: 12v, 2.0 A, 100-240 VAC wall adapter (Microhard Systems p/n MHS025060 OR EQUAL) Item 2: Modem Qty: 3 Description: Wireless ethernet bridge/serial gateway; 1350-1390 MHz frequency; frequency hopping spreading method; 345kbps link rate; 32 bits CRC, ARQ error detection; 60 plus mile range; -104 dBm at 345kbps sensitivity; 100mW to 1W output power; RS232: RxD, TxD, RTS, CTS, DCD, DSR, DTR, RS422: Tx plus, Tx-, Rx plus, Rx-RS485: 4 wire/2 wire serial interface; 300bps to 921 kbps baud rate; 10/100 BaseT IEEE 802.3 ethernet; TCP, UDP, TCP/IP, ARP, ICMP, DHCP, HTTP, SNMP, FTP, Serial over IP, QoS network protocols; Local Serial Port Console, Telnet, WebUI,SNMP, FTP Upgrade, RADIUS authentication management; VSWR, battery voltage, temperature, RSSI, remote diagnostics; Point-to-Point, Point-to-Multipoint, Store and Forward Repeater, Peer-to-Peer operating modes; 9VDC to 30VDC power supply; RP-TNC female bulkhead antenna connector; RS-232 DB-9F, RJ45 locking screw connector, data; RJ-45 ethernet; -40 deg F to 160 deg F (-40 deg C to 75 degC) 5-95% humidity, noncondensing operating environment; approx. 0.92 lbs weight; extruded aluminum enclosure; panel mount (Microhard Systems p/n MHS110500 OR EQUAL) Offerors shall specify at least the same warranty terms, including extended warranties, offered to the general public in commercial practice. The expected delivery date is 30 days after award. The place of delivery, acceptance, and FOB Destination point is F4HBL1/Transportation Officer, Depot 2, 148 Electronic Pkwy, Rome NY, 13441-4516. The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Written quotes are due at or before 12 PM (ET) MONDAY 21 SEPTEMBER 09. Offerors are encouraged to submit their quotes using the SF1449, Solicitation/Contract/Order for Commercial Items. (b)(4) Submit a technical description of the items being offered in sufficient detail for the Government to evaluate compliance with the specifications identified above. This may include product literature or other documentation as necessary. (b)(10) No past performance information is required. (k) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within two (2) days after receiving notification from the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered offeror. The provision at 52.212-2, Evaluation - Commercial Items applies. In addition to the information in paragraph (a), the following factors shall be used to evaluate offers: PRICE and TECHNICAL CAPABILITY, both of approximately equal importance.
