- Description
- NASA/GSFC has a requirement to continue the Laboratory for Atmospheres Scientificand Technical Support Services. This support includes, but is not limited to (1)Instrument Development and Operation, 2) Analysis of Instrumental Measurements andDerived Data Sets, 3) Computer Modeling and Analysis, 4) System Administration, ComputerOperations, and Mission Support, 5) Documentation and Presentations and 6) AdministrativeSupport. Specific work elements within the above areas are described as follows: Labtesting and evaluations of two classes of instruments, analysis of Earth system and solardata, develop, test, operate, improve and document computer models, computer operationsand maintenance support, catalog computer codes and assist with the development ofbudgets and other administrative tasks. As a result NASA intends to increase the maximumordering value of the Indefinite Delivery/Indefinite Quantity (IDIQ) contract, undercontract #NNG06HX18 for the Laboratory for Atmospheres Science and Technical SupportServices (LAS).NASA/GSFC intends to purchase these services from Science Systems and Applications, Inc.(SSAI) on a sole source basis to allow for continuation of the LAS Contract for the finalyear. This increase to the LAS IDIQ contract will allow for continuation of taskorders without a break in service and ensure that critical requirements are met. SSAI,the incumbent is the only responsible source at this time qualified to perform theservices required. This procurement action is being conducted on a sole source basis inaccordance with 10.US.C. 2304 (c) (1) Only One Responsible Source. SSAI possess thespecialized experience necessary to support the critical requirements of this contract.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. EasternStandard Time on Weddnesday, September 30, 2009. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
