- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center has a requirement for Tech Refresh Kits used in the AN/SPS-73(V)12 Radar System in accordance with NAVSEA Specifications as noted and the Statement of Work which applies to all CLINS. The technical data package will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. Interested contractors must be registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the package. The following CLIN Structure for the 2 year IDIQ contract is anticipated: CLIN 0001 Tech Refresh Kit, Grade A shock (MIL-S-901D) qualified, for U.S. Navy ships utilizing the AN/SPS-73(V)12 Radar System MIN 30 MAX 40CLIN 0002 Tech Refresh Kit for U.S. Coast Guard ships utilizing the AN/SPS-73(V)12 Radar System MIN 40 MAX 50 CLIN 0003 Installation and Check Out Kits for U.S. Navy and U.S. Coast Guard ships utilizing the AN/SPS-73(V)12 Radar System MIN 1 MAX 8CLIN 0004 Data (Exhibit A) In accordance with DD Form 1423CLIN 0005 Updates to the existing Interactive Electronic Technical Manual in accordance with Exhibit B, CLIN 0006 Updates to the existing Operators Computer Based Instruction in accordance with Exhibit C, CLIN 0007 Tech Refresh Interactive Electronic Maintenance Course in accordance with Exhibit DCLIN 0008 Train the Trainers Seminar on IETM in accordance with Exhibit E CLIN 0009 Provisioning Items Data in accordance with Exhibit FCLIN 0010 Option 1--Provisioning Items/Spare Parts for FY10CLIN 0011 Option 1--Provisioning Items/Spare Parts for FY11 This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), available only from the original source in the case of a follow-on contract. Offers will be solicited from Raytheon Company, Portsmouth, RI 02871. A non-commercial, firm fixed price contract is anticipated. Delivery will be FOB Destination at NSWC Crane, 6 months after issuance of orders. Inspection and acceptance will be at destination. RFP will be available for download at http://www.crane.navy.mil/acquisition/homepage.htm on or about 13 October 2009. Closing date will be on or about 13 November 2009. All offers must be in the English language and must be in U.S. dollars.
