- Written response is requiredAnticipated Award Date: 12NOV2009 Duration of Contract Period: One Year with Four-One Year Options Electronic procedure will be used for this solicitation. 1.Solicitation will be issued on or about: 30 Sept 09 and closes 30 Oct 09 for the acquisition of the Flutter Dampener. This is a COMPETITIVE BID REQUIREMENT.2.PR Number(s): FD2030-09-07545 3.Overhaul 4.AMC: 4 5.Flutter Dampener 6.NSN: 1650-00-020-7495 7.P/N: 3-43300-503 8.Description: Reduces the velocity of opening or closing of aircraft canopies. In addition, the cylinder releases the canopy when the cylinder is actuated more rapidly than normal. 9.The contract period will be one year with four one-year options. The items and quantities are as follows: Item 0001: Overhaul NSN: 1650-00-020-7495, P/N: 3-43300-503 Noun: Flutter Dampener Applicable to F-5/T-38 aircraft; Basic Year Best Estimated Quantity, 25 each; Option I Year Best Estimated Quantity, 25 each; Option II Year Best Estimated Quantity, 25 each; Option III Year Best Estimated Quantity, 25 each; Option IV Year Best Estimated Quantity, 25 each. The Government does not intend to hold discussion but may hold discussion if it is deemed necessary. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
