Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This is a solicitation of Purchase Request 506-092J-280 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36.The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 with a small business size standard of $7.0 M. Any award(s) resulting from this solicitation will be made using the following cascade set-aside order of precedence: (a) Tier 1- In accordance with FAR 19.5, any award under this solicitation will be made on a competitive basis first to a small business concern, provided that there is adequate competition among such firms. (b) Tier 2- If there is inadequate competition for award under the first tier, award will be made on the basis of full and open competition considering all offers submitted by responsible business concerns. Adequate competition shall be deemed to exist if- (a) At least two competitive offers are received from responsible business concerns at the tier under consideration; and (b) Award will be made at fair market prices as determined in accordance with FAR 19.202-6. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is in accordance with the statement of work and whose offer is the lowest price technically acceptable. This determination will be made in accordance with the abovementioned tier evaluation. Offers submitting proposals under "Tier 1" must comply with FAR 52.219-14, entitled "Limitations on Subcontracting." All responsible Contractors shall provide a quote for the following:. ***** Bureau of Labor Statistics, Office of Price and Living Conditions (OPLC) HOUSEHOLD DATA STATEMENT OF WORK (SOW) 1.0 BACKGROUND The Bureau of Labor Statistics (BLS) has an need for detailed household expenditure data with which to analyze, evaluate and improve a BLS survey. The BLS is seeking a contractor to provide expenditure data on the items households buy and the retail stores they frequent. The data will be compared with BLS data. Item data provided must be at a level of detail equivalent to Universal Product Codes, stores must be identified by name or code, and household records must include a variety of household demographic characteristics such as age, family size and income. The expenditure data must have been reported by households through the use of electronic scanning equipment. This request covers a 12-month calendar year beginning in 2005 or later. The data shall be in an electronically accessible form such as a PC database. 2.0 SCOPE The household expenditure data shall be used to evaluate existing household and price data collected, and collection methodologies employed, in support of the BLS survey being improved. Among the evaluations to be conducted by BLS with this data are: • Analysis of potential small sample bias in the BLS survey, using the large samples available in household scanner data • Analysis of the appearance of new goods, the disappearance of other goods, and their impacts on the BLS survey • Comparisons of "matched model" to hedonic regressions and other methods of quality adjustment • Construction of indices at the household or demographic subgroup level • Measurement of differences in prices between different stores and retail format types • Estimation of demand elasticities and/or household inventory and search behavior • Examination of alternatives to the BLS Telephone Point-of-Purchase Survey (TPOPS) for item or outlet sampling • Analysis of claims made about a specific BLS survey by outsider researchers who have used similar household scanner data 3.0 OBJECTIVES This contract requires at least 12 consecutive months of household-level panel data on consumer purchases. The 12-month period covered by the data must be taken from within the years 2005 through 2009. The purchase data must be collected primarily by individual scanners. (a) The item records must be in the form of average prices and total quantities purchased, broken down by household, store, and product UPC or "barcode" value • The vendor must provide a reference file or individual record labels matching each UPC code to product names, descriptions, and codes, in order to permit higher-level aggregation and matching of new and disappearing goods. • The scope of items covered must be food and other non-durable items typically sold in grocery, drug, and mass-merchandise stores (b) The data must be provided at least at the weekly frequency • Data at the level of individual transactions would be preferable • If necessary to keep within the cost ceiling, it might be possible to sacrifice on time frequency or household sample size (c) The outlet information must include outlet identifiers and codes to permit aggregation to outlet categories • Data for each household/store/product record must include information on the relative quantities purchased in at least 5 categories of "sale" or "deal" prices: no sale, store sale, store coupon, manufacturer coupon, and other. (d) The dataset must include geographic identification at the metropolitan area level • At least 20 cities must be included. • The sample must be sampled or weighted to enable calculations representative of the total US or urban population. (e) The data must be at the household level, and the panel must average at least 15,000 households per month. The following household demographic information is required: • Number of members of household • Age of household head or primary shopper • Sex of household head or primary shopper • Race of household head or primary shopper • Education level of household head or primary shopper • Occupation category of household head or primary shopper • Income level of household, in dollars or broken down by at least ten brackets 4.0 TASKS Access to existing household and price data database(s) that will enable users to conduct planned analysis in a report and query mode. 5.0 DELIVERY Twelve month period beginning September 28, 2009 through September 27, 2010. 6.0 STANDARD OF WORK AND QUALITY ASSURANCE AND SECURITY It is understood and agreed that the performance of work and services under this Statement of Work shall conform to high professional standards. Further, the COTR will periodically provide an assessment of contractor performance to contractor management. To ensure compliance with BLS requirements and performance standards, program oversight of project deliverables will be the responsibility of BLS Contracting Officers who shall have final authority for the acceptance of deliverables under this Task Order. Whenever the Contractor gains knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this agreement, the Contractor shall, within five working days, give notice thereof, including all relevant information with respect to the situation, to the COTR. 7.0 PLACE OF PERFORMANCE The work will be performed at the Bureau of Labor Statistics, National Office, 2 Massachusetts Avenue, NE, Room 1830. ****************************************************************** ************************************************************************ Shipping costs shall be included in line items Place of delivery for acceptance and FOB point will be 2 Massachusetts Avenue.
