Description
NASA/GSFC has a requirement for the renewal of membership with Auburn Universityfor the period of October 1, 2009 through September 30, 2010 in their Center for AdvancedVehicle Electronics (CAVE) consortium.NASA/GSFC intends to purchase the service from Auburn University only. The CAVE performsresearch into technologies of interest to NASA as well as the automotive industry. NASAhas been a member of CAVE for the past five years and has benefited in particular fromthe research into area array packaging and lead-free solders. the area array packagingresearch enable reliable performance in our often difficult thermal cycling environment. On-going work we wish to support will expand and refine these models to cover additionalpackage style and sizes. Further, it is important that NASA continues to participate inCAVE because a number of the tasks in process are directly investigating issues ofcritical importance to NASA.Authority is 10 U>S>C> 2304 (c)(1)Only one responsible source.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 29, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
