- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal is being requested and a written solicitation will not be issued. A proposal is being requested based solely on this announcement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Glowlink owns the Model 8000 Geolocation System and is the only known source for subject support services. A justification for Other than Full and Open Competition has been prepared for and approved by the Commands Alternate Special Competition Advocate in support of this acquisition. U.S. Army Space Command/Army Forces Strategic Command intends to issue a contract (solicitation no. W91260-09-R-0008) to Glowlink Communications Technology, Inc. Los Altos, California, pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitions. Glowlink shall provide a two person on-site support team at Fort Detrick, Maryland; Landstuhl, Germany and Fort Buckner, Japan supporting the 53rd Signal Battalion personnel in the operation and maintenance of the M8000 Geolocation system and all associated hardware. The contractor personnel shall augment Government personnel in day-to-day operations. Period of performance is 30 September 2009 to 29 September 2010. Site Support services consists of on-site coverage and technical assistance, on-call coverage and technical assistance, depot and supply services, training services, logistic services, communications analysis, hardware maintenance services, software, firmware, and database support services, and computer system administration. The required support services consists of (1) Glowlink M8000 Equipment Operation and Maintenance, (2) Support Agencies and SkiWeb reporting, (3) Antenna Movement and Maintenance, (4) Spectrum Plan and Setup Alarm Monitoring, (5) Investigate Alarms and Report suspected interference, (6) Determine New Geolocation Solution(s), (7) Perform Delta LO Measurement, (8) System Administrative Functions, (9) New Software loading/testing, (10) Developing Operational Procedures (example work instruction) and (11) Participle in training opportunities. Contract Line Items: CLIN 001 Labor-Fort Detrick, Maryland; CLIN 002 Labor-Landstuhl, Germany; CLIN 003 Labor-Fort Bucker, Japan; CLIN 004 Material/ODC; CLIN 005 Travel; and CLIN 0006 Contractor Manpower Reporting. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36 dated 10 Sep 2009. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items (Jun 2008), applies to this acquisition to the extent consistent with a sole source acquisition.
