- This file contains offeror instructions for submission of quotes. This file contains drawings to correspond with requirements in the SOW This file contains the statement of work (SOW) Request for Quote - Combined Synopsis/Solicitation for this acquisition supports the Office of Equipment Development Group, Federal Communication Commission. 1.This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information-included in this notice. This announcement constitutes the only solicitation; technical and price quotes are being requested and a written solicitation will not be issued. The solicitation (RFQ09000102) is being issued as a Request for Quotation, This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisitions Regulations (FAR). All responsible sources may submit a Quotation. 2. The North American Industry Classification System (NAICS) code is 331111 Iron and Steel (Metal Works). Offerors must be registered in the Central Contractor Registration (CCR) at http: //www.ccr.gov. in order to be considered for award. 3. FAR Clauses 52-212-1 through 52-212-5 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The Government contemplated award of a Firm Fixed Price contract resulting from this solicitation. Description of services: The Federal Communication Commission (FCC) intends to make a single contract award for Vehicle Equipment Metal Works Services... See the following specifications that will provide the minimum requirements for the services for performance: The contractor shall provide all supervision, labor, materials to perform services related to metal work connected with the outfitting of equipment and the vehicles. Drawings and Specifications are provided and verbal instructions will be provided during contract performance. Adjustments will be made during contract performance. Drawings and Specifications Most tasks will involve mechanical drawings and verbal instructions. The decision of the COTR shall be final and binding on any interpretation of the drawings and specifications. The Contractor except at his own risk and expense shall not adjust any discrepancy in any figures, drawings, or specifications. General Conditions Upon completion of assignments, all work shall be inspected and free from defect. Workmanship shall be in accordance with the best standard practice and industry standards. Additional Notes Adjustments to this SOW will be made! The drawings are in a pre-release format and subject to design changes which will effect some parts physical attributes, hole locations will move, be added or deleted. Preliminary Time Schedule The above described ‘Required Work' will be performed on an ongoing basis through Sept 30, 2010 as circumstances dictate with an overall time frame from issue date of contract. Final drawing release should be received before Dec 30, 2009. 5. The Government will award a single contract resulting from this RFQ to the most responsive offeror, whose offer represents the best value in terms of technical capability and price. 6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representation and Certification - Commercial Item. Vendor shall submit the following documents in response to this RFQ: a. Quotation Cover Page (see attached document) b. Terms & Conditions for deliverables as described, above c. Technical Capabilities Statement (Not-To-Exceed 10 Pages) d. Past Performance Reference (List three (3) relevant contracts) e. Price Quotation 8. Offers are due September 21, 12:00 PM, EST. Submit offers or any questions to the attention of Mr. Arnett Rogiers, Deputy Chief of Contracts & Purchasing and copies to Ms. Joyce G. Ellis, Contract Specialist at eproposals@fcc.gov/ Offerors who fail to complete and submit the requirements above may be considered non-responsive.
